Job Summary
Responsible for yard design and management of infrastructure projects required to produce a safe and reliable yard system. Develop yard infrastructure projects from conception to completion, working with other departments, manufacturers, design consultants, and project stakeholders. Responsible for ensuring compliance with established CSX standards, adopted AREMA best practices, and all federal regulations.
Primary Activities and Responsibilities
- Develop and approve yard signal designs from conception to completion including concept design, preliminary design, system specifications, calibration, and detailed design. Considering, evaluating, and analyzing project cost related to the scope of work.
- Work with design consultants, manufacturers, and operations department to develop comprehensive yard design for infrastructure projects. Provide monthly status reports to stakeholders and senior leadership.
- Provide construction oversight, direction, and support to ensure proper application of the yard signal design. Complete periodic site visits and conduct project status meetings to ensure a safe and reliable yard system.
- Develop and approve project estimates for construction of infrastructure projects. Prepare authority for expenditures (AFE) for approval and monitor budget performance versus project spending. Reviewing and approving project expenditures throughout the duration of the project.
- Develop and approve project timelines for construction of infrastructure projects. Provide oversight, direction, scheduling, and coordination to ensure project timelines are met.
- Review design discrepancies and quality issues related to assigned infrastructure projects and ensure corrective actions are implemented.
- Drive completion of the as in-service (AIS) design plans after cutover. Ensuring timeliness, design accuracy, and quality of AIS design. Review and approve AIS design before final field distribution.
- Provide field maintenance personel with 24/7 support and technical guidance to locate, identify, and repair system yard problems and develop yard design solutions, if required

Minimum Qualifications
- Bachelor's Degree/4-year Degree
- 5 or more years of experience in Hump Yard Engineering, Flat Yard Engineering, or Signal Yard Operations
Equivalent Minimum Qualifications
- High School Diploma/GED
- 10 or more years of experience in Hump Yard Engineering, Flat Yard Engineering, or Signal Yard Operations
Preferred Qualifications
- Bachelor's Degree/4-year Degree
- 10 or more years of experience in Hump Yard Engineering, Flat Yard Engineering, or Signal Yard Operations
Knowledge and Skills
- AREMA best practices
- FRA regulatory knowledge
- CSX communication & signals standards and best practices
- CSX signal design standards
- Written and oral communication skills to interact with internal and external customers and suppliers
- MicroStation v8
- High motor, works with a sense of urgency
- Prioritization skills. Ability to quickly assess issues and prioritize solutions
- Microsoft Office skills (especially Outlook, Excel, and PowerPoint)
