EDUCATION, QUALIFICATIONS AND WORK EXPERIENCE
- Master’s degree in appropriate field or Advanced Professional Certificate.
- Meets certification requirements as established by the Maryland State Department of Education, certified in Early Childhood Special Education.
- Five (5) years satisfactory teaching experience.
- Demonstrated knowledge, training and/or coursework in early childhood special education.
- Evidence of exemplary human relations skills
- Ability to speak and write effectively.
- Knowledge of Part C and Part B regulations.
- Knowledge and experience with parent coaching and developmentally appropriate practices in the natural environment.
- Possess knowledge and experience administering, analyzing, and reporting on assessments used to determine eligibility for the Infants and Toddlers Program and Preschool Special Education services.
- Evidence of effective communication and rapport with parents and the community.
- Knowledge and skills to support coaching with prekindergarten teachers on IEP implementation, aligning classroom instructional strategies, district wide curriculum and assessments, Early Learning Standards, specially designed instruction.
- Demonstrated ability to plan and implement training and professional learning for teachers.

ESSENTIAL JOB FUNCTIONS
- Works directly with the Early Intervention Coordinator in the Department of Special Education.
- Participates in Individualized Family Service Plan (IFSP) and Individual Education Program (IEP) meetings.
- Facilitates Transition Planning Meetings.
- Provides coaching, modeling, and support in the implementation of Infants and Toddlers services in the natural environment.
- Oversees Part C and Preschool Part B compliance and results indicators and related data collection.
- Tracks and monitors children transitioning from the Infants and Toddlers Program and ensures compliance.
- Co-chairs the Infants and Toddlers Local Interagency Coordinating Council (LICC) meetings.
- Provides direct coaching support and modeling to prekindergarten teachers and instructional assistants in the delivery of specially designed instruction, classroom materials, intervention implementation, and classroom management for students with disabilities.
- Interprets and articulates special education regulations, policies and procedures to principals, educators, school personnel and parents to ensure compliance with federal and state mandates; provides strategies and monitors the general supervision of regulations and Individualized Education Program (IEP) implementation.
- Reviews IEPs and records of students to assist the IEP teams and school personnel in determining the most appropriate least restrictive environment to implement instructional programs; provides guidance to school teams on implementing IEPs.
- Provides instructional leadership, including professional learning, in the areas of developmentally appropriate early childhood best practices, coaching, routines-based interview, inclusion education, Child Outcomes Summary Process (COS), differentiated instruction and the Early Learning Assessment (ELA).
- Performs outreach to expand community connections and public awareness for birth to five.
- Attends meetings with stakeholders such as The Judy Center Steering Committee and the Early Childhood Advisory Council.
- Conducts family workshops and family engagement events for the birth to five community.
- Participates in job-related professional development opportunities.
- Completes other duties as assigned by the Director of Special Education.

The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand, and finger dexterity, including ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to sit, reach with hands and arms, talk, and hear.
