Position: Material Handling and Screening Technician

General Function
The position requires the use of scientific equipment to analyze and determine the presence of suspicious material. The DEA Springfield warehouse contract utilizes a Negative Pressure Mail Suite for screening all mail and packages received for chemical and biological dangers. Technicians handle, inspect, and prepare all incoming mail, packages, parcels, and bulk deliveries for hazardous material detection screening. This position will require physical tasks to transport, load, unload, move or store materials.
Major Activities (Typical Duties/Responsibilities)

Support all mailroom functions at the DEA Springfield Warehouse

2. Receive mail and packages during normal hours of operation; inspects, x-ray, date stamp, sort, and route mail to the final recipient.

Utilizes controlled mail tracking software to receive, deliver, track, and provide current and historical data as necessary.

Collects and organizes all supporting mail documentation for filing as necessary.

Logs classified and unclassified Department of State (DoS) mail, registered mail, USPS overnight express mail, certified mail, and any other mail as directed.

Prepares mail and packages for shipment to field offices and other Government agencies and address as necessary.

Distributes and collects mail, determine and affix postage and maintain records on postage, registered mail and packages without direct supervision.

This position is required to use the software tracking system.

The technician uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence.

Required to perform duties within and on the Springfield warehouse Negative Pressure Mail Suite utilized for screening all mail and packages received for chemical and biological dangers.

Handles, inspects, and prepares all incoming mail, packages, parcels, and bulk deliveries for hazardous material detection screening.

Will perform start up and routine operator care and maintenance each day prior to use; evaluate system errors and make appropriate corrections and calibration adjustments.

Performs routine testing and maintenance of testing equipment. Requires extensive knowledge of x-ray technology, suspicious mail detection and identification. Utilizes standard and pallet x-ray detection devices to inspect/screen all mail, packages, parcels, and bulk pallet deliveries for explosive materials, unauthorized weapons, etc.; prints, saves, and records all images of items identified as suspicious in nature.

Handles and inspects mail, packages, and parcels for other DOJ components based on a Reimbursable Agreement with the DEA.

Complies with and supports established procedures to encompass inbound and outbound mail processing, including unclassified and classified mail up to and including TOP SECRET and using proper handling procedures for all classified mail in addition to overseeing pickup and delivery schedules.

Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures.

Assisting in a variety of administrative matters; maintaining a wide variety of records; verifying statistical reports for accuracy and completeness; compiling information. Can be expected to operate independently on occasion, with little or no supervision.

Maintaining a variety of records: Postage Meter, FedEx Account and Incoming/Outgoing Mail. Verifies statistical reports for accuracy and completeness.

Must compile information pertaining to the Monthly Deliverable Report.

Types various documents using the latest version of Word Perfect, MS Word, etc. and proofreads reports, correspondence, forms, etc. using word processing equipment.

Answers the telephone, takes and relays messages and responds to phone inquiries.

Assists at counter answering questions and helping the public with information on a variety of mail management issues.

Assists in the completion of forms and the retrieval and research of documents.

Organizes and maintains files of records and correspondence of both a routine & confidential nature. 25. Receives a variety of documents, computer entry, document filing, and posts changes to permanent record books balancing the resulting figures against printouts.

The position(s) shall perform simple posting to individual logs, open mail items, run items to be mailed through metering machines and calculate and post charges to departmental accounts. Some subject matter knowledge is required, but the specialist/technician must be capable of quickly choosing the proper and appropriate procedure for each task.

These positions are required to use a CMTS device.

Other services within the scope of work may be assigned as required by the COR through the contractor Program Supervisor.

KNOWLEDGE/SKILLS/ABILITIES:

Must be able to read, write, and speak English fluently

Knowledge and experience using the latest version of MS Word, Excel, etc. in the Windows Operating System environment

Knowledge and in all mailroom operations, some subject matter knowledge is required. Specialist/technician must be capable of quickly choosing the proper and appropriate procedure for each task.
- Shall be physically able to perform the assigned work which includes pushing a loaded mail cart up to the equivalent of four miles daily, lift bins and bags during mail delivery. Must be able to lift up to 50 pounds per package and maneuver up to 75 pounds
Qualifications

High school diploma or equivalent.

Shall be able to read, write, and speak English fluently

Commitment to be fully trained in the duties and requirements of the position.

Security Screening Specialist shall have a minimum of three years general office experience, mailroom, FEDEX, and U.S. Postal experience or a similar environment

Drug Screen and Background Check: Pass with the ability to maintain throughout employment.

Will Require a Top-Secret level security clearance
