Marketing Statement
Under the General Supervision of the Director of Workforce Development and Homeownership, this role supports the PHA’s goals related to asset building through homeownership and access to training and educational programs. The Manager supervises a team of 6 to 8 coordinators who are responsible for ensuring residents are aware of and have access to the range of programs that PHA offers related to homeownership and workforce. The manager will develop relationships with external partners and work to ensure that programs are being implemented with fidelity. Additionally, this position will act as a liaison between various departments within PHA.
Salary- $61,708-$70,000

Minimum education
- Bachelor’s Degree in Social Work, Psychology, or Sociology or related field.

Responsibilities
Homeownership:
Under general supervision, manages ongoing homeownership initiatives for Philadelphia Housing Authority (PHA) low-income families. Develops partnerships with community partners to ensure clients have access to homeownership counseling, loans, insurance, banking, home inspection services, grants and professional services needed to purchase and maintain home ownership. Manages programs to increase awareness of affordable housing options for low-income families; performs other related duties.
- Manages homeownership program initiatives to sell PHA housing units to low-income families.
- Supports outreach and recruitments activities to identify families eligible to purchase homes.
- Organizes and facilitates workshops to ensure clients are educated and being offered services regarding homeownership.
- Ensures outreach efforts generate significant interest from PHA clients and target groups for homeownership programs.
- Works with coordinators to ensure that applications are accurate and eligible
- Completes assessments of properties, orders and reviews appraisal findings.
- With Director, reviews and executes sales agreements with buyers.
- Orders PHA’s internal uniform physical standards inspections.
- Tracks and ensures all closing documents are executed properly.
- Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.
Workforce Development Center
The Workforce Development Center provides one-stop resources to PHA residents seeking employment and education
- Manage PHA’s Workforce Center and ensure that services are being delivered as contracted or as expected
- Work collaboratively with RPP leadership to ensure that services are aligned across the department
- Build Partnerships with Employers and Training Providers.
- Manage the planning and implementation of new grants and projects
- Manage the relationship of partners and contractors providing services to PHA residents
- Create systems for tracking interest, enrollment, and completion in programming
- Compile monthly, quarterly, and annual reports, and support other RPP/PHA staff in developing both internal and external reports
- Work with RPP departments to ensure that residents are aware of programs being implemented
