Overview
The Manager – Water Utility Security oversees, manages, and coordinates regulatory security practices for Dallas Water Utilities (DWU). Provides leadership and security training, security compliance, and security enforcement. Manages the DWU Security and Safety Program’s daily operations and develops and implements Security and Safety policies and procedures based on the DWU Security Master Plan (SMP). Review and update the SMP and the Security Design and Construction Guidelines as needed on an annual basis.
Essential Functions
1 Manages the daily operations and activities of all DWU facility security personnel; respond to and manage security questions, concerns, or issues and provide concise and clear direction.
2 Ensure a coordinated response is executed to all security issues and alerts regarding services provided by security vendors.
3 Manages, oversees, and monitors the process of all security functions to include Access Control, CCTV, SCADA, & physical security, in the department and actively seek opportunities for improvement/enhancement.
4 Effectively communicates and cultivates a strong security culture within the department and with partnering vendors and outside agencies.
5 Provides knowledge, and guidance to the Cyber Security Sub-Committee, the Camera Governance Board, and other security-related groups/discussions related to the development of strategies for all DWU security systems and ensure DWU adheres to all guidelines set forth.
6 Reviews, evaluates, and monitors new and existing Security Regulations and Directives pertaining to public utility entities, National Amendments, and Information Circulars; review potential changes to identify concerns or problems; ensure departmental changes are implemented by DWU to ensure the utility remains in compliance.
7 Reviews, implements, and maintains all regulated and consultant-developed security and emergency plans.
8 Review plans annually for continuity and relevance and to ensure all information within the document meets all regulatory requirements, as needed or on an annual basis.
9 Develops, reviews, implements, and maintains safety and security policies within the department in support of the Security Program.
10 Coordinates with department management at all levels to ensure the implementation and compliance of DWU's security plan throughout the department.
11 Assesses and coordinates drill and tabletop programs, deliver well-tested and well-documented outcomes, and develop Statistical and Administrative Reports.
12 Assesses the preparedness of all DWU facilities and implement cost-effective physical preparedness solutions and risk management.
13 Plans initiatives, awareness programs, and integrated contingency planning.
14 Develops RFPs and reviews submitted RFPs for future and existing contracts; investigate contractual issues or concerns regarding contract security guard and access control maintenance contracts, and assets.
15 Serves as the Water Utility Security Coordinator and acts as the utility’s primary and immediate contact for security-related activities and communications with any security vendor or Emergency Response agency and must be available on a 24-hour basis.
16 Manages and coordinates the Emergency Preparedness and Response program including security awareness training.
17 Coordinate and track the National Incident Management System (NIMS) and Incident Command System (ICS) training, Hazardous Communication (HazCom), and Hazardous Material (HAZMAT) training.
18 Conducts, and reviews periodic security vulnerability site assessments and develop security recommendations; conduct security incident investigations; maintains loss records; oversees access control system (ID) Badge System and CCTV Operations.
19 Oversees, monitors, and audits DWU’s Access Control Operations and (ID) Badge Systems to ensure processes and procedures remain in compliance with all requirements; serves as the primary contact for any non-compliance issues that involve either the security compliance or the security badging system.
20 Performs routine assessments of DWU’s facilities and SCADA network to mitigate security risks and threats to DWU’s physical property and personnel.
21 Review activities and programs to ensure that required and agreed-upon recommendations are properly implemented and improvements maintained.
22 Collaborates, coordinates, and maintains a working relationship with local first responders, and state and federal agencies.
23 Leads, oversees, and manages the activities of 2 security compliance coordinator positions within DWU’s Security Division, Security Guard Services personnel, Security Equipment Maintenance and Repair contractors, and all other security-related activities/personnel.
24 Monitors, manages, and coordinates the security division budget; collaborates with all DWU facilities to determine necessary funds for system and security upgrades.
25 Performs any and all other work as needed or assigned.

High school diploma or GED plus nine (9) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
An associate degree in any field plus seven (7) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
A bachelor’s degree or higher in a non-stated degree field plus seven (7) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
A master’s degree or higher in a specified degree field plus three (3) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
LICENSE:
Salary Range
$70,080.75 - $87,600.94
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
