Pay Range
$172,140 - $221,064 Annually at the SEL.3 level
$206,490 - $265,188 Annually at the SEL.4 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We're looking for an Information Technology (IT) Manager - Field Intelligence Element Manager to lead a team that is responsible for managing the IT infrastructure and high-performance computing within the high security environment of the Field Intelligence Element. You will provide oversight of the budget and lead computing initiatives on many classified level networks. This position is in the Information Technology Operations (ITO) Division in the Computing Directorate, in support of the Field Intelligence Element (FIE) within the Global Security Directorate.
This position requires full-time on-site presence due to the nature of the work. Infrequent ad-hoc telecommuting may be available.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
Supervise staff and manage a multi-million-dollar budget.
Provide strategy, vision, and technical leadership to effectively manage the IT environment, ensure programmatic mission delivery and successful implementation of technology standards.
Provide leadership with work breakdown and cost estimates, execution status, and risk mitigation activities.
Negotiate and verify deliverables with stakeholders - external, internal, across functional organizations.
Routinely interact, collaborate, partner, and work effectively with local GS and FIE senior management as well as DOE Office of Intelligence and Counterintelligence (DOE-IN) management and counterpart FIE-IT management throughout the DOE-IN enterprise to identify and prioritize IT business needs and use them to drive strategy and improve IT service delivery.
Conduct in-depth analysis of new technologies and trends that will improve collaboration and provide cost effective solutions.
Conduct operations and business management in compliance with both LLNL and DOE-IN policy and procedures, and applicable laws and regulations, ensuring work activities are conducted safely and securely.
Ensure on-going DOE-IN compliance requirements and audits are conducted successfully including preparation, execution, and post audit action items.
Liaises with business functions and/or locations to ensure IT priorities are in step with the business priorities and that commitments are being delivered on time and within budget.
Leads IT teams, operational management and cross-functional teams to ensure a high standard of service and adherence to internal controls and procedures.
Advises and consults with business functions and/or locations on information technology requests, services and capabilities.
Perform other duties as assigned.
Additional job responsibilities, at the SEL.4 level
Guide and provide strategic direction in establishing processes for developing, verifying and fielding project solutions that meet customer needs and requirements.
Provide solutions to complex, and/or sensitive issues/problems where the solution path is not known ahead of time.
Responsible for strategic planning efforts, and succession planning on long range goals, working with GS and FIE senior management.
Qualifications
This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
Bachelor’s degree in Computer Science with demonstrated knowledge in Business, OR Business Management with demonstrated knowledge in the Information Technology field, or the equivalent combination of education and related experience.
Advanced knowledge of modern IT technologies and trends related to computer operations (e.g., capacity planning, system performance analysis).
Advanced problem-solving, analytical and technical skills necessary to independently advise and recommend appropriate actions and implement solutions; as well as the demonstrated ability to use independent judgment in making decisions based on aggregate information and the recommendations of others which significantly affect the ability of the organization to achieve its overall objectives and long-range goals.
Experience managing and leading a technical organization, including knowledge of strategic planning and organizational dynamics, along with a demonstrated ability to delegate effectively and to lead, motivate, and build complex interdisciplinary teams to work toward programmatic and institutional goals.
Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a fast-paced dynamic environment.
Demonstrated teaming skills, including the ability to develop and nurture effective internal and external relationships.
Experience in managerial and financial practices and the ability to balance technical and budgetary priorities to achieve desired results.
Additional qualifications at the SEL.4 level
Demonstrated leadership skills, including the ability to develop and articulate a strategic plan and successfully implement it to deliver desired results.
Highly effective written and verbal skills to convey technical strategy, plans, and processes to work across all levels of management and staff, as well as the ability to explain and present ideas, and to influence employees and all levels of management.
Advanced skills in problem resolution, negotiation and leadership including the ability to work, coach, mentor, and communicate effectively with others.
Qualifications We Desire
Master’s degree in Computer Science with demonstrated knowledge in Business Management, or Master’s in Business Management with demonstrated knowledge in the Information Technology field, or the equivalent combination of education and related experience.
Significant Windows, Linux, and/or Network System Administration experience.
Substantial experience working in a classified computing environment.
Substantial experience with LLNL programs and the role of discipline support organizations, as well as a comprehensive understanding of LLNL/LLNS and DOE/NNSA or DOE-IN policies and procedures.
