ADMINISTRATIVE ANALYST I
Salary: 25.25 – 36.46 per hour plus benefits

Full-time position. Seeking self-motivated individual; must work well with others and have a good rapport with the public. This position will report directly to the Community & Economics Development Manager. Applicants will be required to perform a wide variety of difficult and complex administrative and analytical support duties in support of department; to participate in administrative processes, procedures and programs; and to provide information and assistance to the public regarding assigned programs and services. A complete knowledge of departmental procedures and precedents applicable to the functions assigned. Applicants must be able to adjust to new responsibilities, requirements and deadlines and work independently. Position requires working closely with the public and other City of Ridgecrest employees and will require presentations to the board/public.
EXAMPLES OF DUTIES:

Community Liaison: Act as a connection between the city and public/private organizations and community groups.

Clerical Support: Handle word processing, proofreading, filing, document preparation, and manage office equipment. Organize and process time sheets, personnel forms, purchasing forms, and travel arrangements.

Special Projects: Engage in research, budget analysis, and preparation for new programs and services. Prepare and present detailed reports.

Policy Implementation: Assist in developing and implementing operational and administrative policies and procedures.

Correspondence and Records: Draft correspondence, maintain records, and develop forms and documents. Coordinate with city staff and external agencies.

Meeting Preparation: Organize meeting agendas, collect materials, and compile agenda items.

Grant Management: Identify grant opportunities, develop proposals, and handle related grant duties.

State Reporting: Manage state reporting requirements, ensuring compliance with regulatory standards and timely submissions.

Reception Duties: Serve as the first point of contact for visitors and callers.

Report Preparation: Use Excel to compile statistical and other reports, ensuring accurate and effective data handling.

Additional Duties: Perform other tasks as required to support city operations.
QUALIFICATIONS:
Working knowledge of Methods of research, program analysis, and report preparation. Policies and procedures of the assigned department. Basic principles and practices of budget administration. Public relations techniques. Principles and procedures of record keeping. Modern office procedures, methods including computer software and hardware.. Ability to Plan, coordinate, and organize major studies or projects. Prepare and present reports orally before policy and decision-making bodies. Read and interpret complex legislation and regulations. Design and conduct research projects. Develop and implement policy decisions and accomplish intended results. Resolve conflicts effectively. Cost labor proposals; work independently; understand and apply general fiscal and financial record keeping practices in the performance of assigned tasks; communicate effectively; establish and maintain cooperative working relationships; meet the public in situations requiring diplomacy and tact.
Education:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include graduation from high school or equivalent and four years of progressively responsible secretarial experience. Prefer minimum of associates in business or accounting, or two years in business, accounting or finance studies.
