Responsibilities:
- Ensure a welcoming environment in assigned Educational Counseling Center Programs.
- Develop, implement, and achieve enrollment goals identified in programs.
- Coordinate with program staff on attainment, recruitment, Intake, selection, retention, and all projects related to the program.
- Manage day to day operation by analyzing program data, tracking program attendance, mentoring relationships and academic/other performance for youth and mentors.
- Develop program marketing plan including mailings, advertisements, and community outreach.
- Oversee and conduct ongoing program member evaluations and surveys to ensure that high levels of quality in programs are always maintained; ensure outcomes align with the needs of the community and the Agency and funders' strategic plan.
- Ensure programs operate in accordance with Federal, State, and local requirements, funders' requirements and MMCC's Best Practices.
- Prepare for all program audits (Internal and external) and review recommendations for implementation.
- Recruit and hire staff using screening tools and panel Interview to gain the best possible fit with each opening.
- Identify program volunteer positions and assist with the identification, recruitment and tracking of program volunteers.
- Provide direct supervision to program staff, assuring that staff are qualified, certified and are meeting performance standards for their position.
- Provide training for staff and volunteers on an ongoing basis through staff meetings and workshops.
- Monitors and approves all payroll.
- Ensure all staff members are familiar with programs offered at MMCC so staff can inform clients about MMCC programs that will meet members' changing needs and Interests.
- Adhere to the Non-discrimination and Equal Opportunity provisions for Workforce Innovation and Opportunity Act (WIOA) (29 CFR Part 38).
- Attend all required meetings/trainings regarding EO-WIOA.
- Review agency's written policies to make sure policies are nondiscriminatory.
- Comply with Section 188/Americans with Disability Act and Section 504.
- Act as the liaison to DYCD/ACCES-VR.
- Orientate staff/participants/linkages/partnerships/employers on the Non-discrimination and Equal Opportunity provisions for WIOA, which include, but are not limited, to the following:
- Reasonable Accommodations Policies and Procedures
- Grievance Policies and Procedures
- Discrimination Complaint Policies and Procedures
- Complete and submit all required documents in a professional & timely manner, which include, but are not limited to the following:
- Training Tracking form
- WIOA Interagency Release of Information Form (if applicable)
- Discrimination Complaint Log to be submitted to DYCD quarterly.
- Issue, review, and obtain signature on the Notice of Rights Acknowledgment Bulletin (NORAB) for staff/participants/linkages/partnerships/employers, maintaining NORAB with original signature on file.
- Share ACCES-VR User Friendly Guide with all participants/employees.
- Complete the DYCD/ACCESVR Checklist, if applicable.
- Prominently post all required postings.
- Publicize the contact information for designated EO/ACCES-VR liaison, staff who handles complaints and staff who has access to confidential files.
- Ensure that DYCD has accurate and up to date information in a timely manner. Conduct outreach and education about equal opportunity and nondiscrimination requirements consistent with 29 CFR 38.40 and how an individual may file a complaint consistent with 29 CFR 38.69.
- Ensure that the DYCD approved LEP Plan/Babel Notice is shared with participants & employees.
- Oversee the implementation of the LEP Plan.
- All other related duties as it pertains to managing programs.
Requirements:
- This position requires a BA or BS degree and two years of relevant experience or five years of relevant experience and a two-year degree.
- Some evenings and occasional weekends as required for program implementation.
- Must understand utilization of community resources.
- Must possess excellent verbal and written communication skills.
- Must provide quality internal and external community service; demonstrate good judgement in dealing with issues; be solutions oriented.
- Must have the ability to work independently with attention to task details and meeting deadlines.
- Leadership competencies for program stakeholders.
- Persistent/resilient, flexible, and able to multi-task; demonstrate good time management skills.
- Be team oriented.
- Proficient in basic use of a computer including Microsoft Office, Word, Excel, PowerPoint, Outlook, and Google Suite.
