Thina Consulting is actively recruiting for an Enterprise Payroll Lead for our client, a niche Insurance company located in New York City. The Enterprise Payroll Lead is primarily responsible for managing the payroll function for the company, which has approximately 500 employees. They will play a crucial role in advancing the payroll function, refining the process and enhancing the capability across the team. Collaborating closely with the Finance, Human Resources and Legal teams to ensure compliance with company policies and local, state and federal laws. This role requires proficiency in vendor management, a continuous improvement mindset, exceptional customer service skills, and hands-on experience with ADP Workforce Now. Our client offers an attractive salary and a robust benefit package. The client is located in midtown Manhattan. This is a hybrid role, with 3 days a week required in the office in NYC and the other 2 days working remotely. This is an open position and immediate need.

Key Responsibilities:
· Payroll Operations Management:
- Responsible for all aspects of payroll processing including timekeeping, payroll adjustments, tax withholdings, deductions, and compliance with federal, state, and local regulations
- Ensure accuracy and timeliness of payroll processing as per company policies.
- Responsible for special compensation payroll processing including bonuses, awards and tax gross-ups
- Work with ADP and internal tax department to ensure taxes are reported and paid to Federal, State and Local government agencies accurately and timely
- Perform audits of source data within ADP payroll system for quality assurance
- Review and approve payroll reports, reconciliations, and tax filings to guarantee compliance with legal requirements and internal policies
- Plan and execute year-end payroll processes, including W-2 processing and tax reporting
- Develop and coach the payroll team while creating a positive, collaborative and service focused environment
- Create collaborative relationships with various stakeholders in Human Resources Finance, Legal and Management
Vendor Management:
- Collaborate with payroll service providers and vendors, including ADP Workforce Now, to ensure smooth operation and resolve any issues promptly
- Manage our international payroll services vendor for employees located in Asia. This includes working with Corporate Tax regarding US based earned income for our global employees.
- Evaluate vendor performance regularly and initiate improvements or changes as needed to optimize service delivery and cost-effectiveness
- Participate in defining Service Level Agreements (SLAs) with external vendors and internal customers
Continuous Improvement:
- Identify opportunities to enhance efficiency, accuracy, and compliance through process improvements in payroll operations, systems and procedures.
- Implement best practices and streamline workflows to optimize payroll processes, reducing manual efforts and mitigating risks.
Customer Service:
- Act as a primary point of contact for payroll-related inquiries from employees, managers and stakeholders.
- Provide timely and accurate responses to payroll inquiries, offering exceptional customer service and support to resolve issues effectively.
Compliance and Reporting:
- Stay abreast of all federal, state, and local payroll and tax laws and ensure compliance for payroll & tax in all locations including state tax reporting and state specific deductions (and when those deductions should be taken), etc.
- Prepare and submit payroll-related reports, filings and documentation accurately and on time.
- Implement and monitor adequate controls, working in partnership with internal and external auditors.
Qualifications:
- Strong understanding of payroll best practices, laws / regulations, and federal, state and local tax compliance requirements
- Up-to-date knowledge of multi-state payroll rules and regulations, including the payroll tax implications of hybrid workers
- Advanced proficiency in ADP Workforce Now (or similar payroll system), including leveraging available/standard reporting for payroll processing controls, error tracking and payroll reconciliation
- Proven record of accomplishment in vendor management including managing third party vendor outsourcing relationships. Past management of international payroll vendor(s) a plus.
- Active Payroll community / organization and continuing education involvement including American Payroll Association regional and/or national chapter participation.
- Experience implementing and sustaining payroll improvements and best practices from identifying opportunities to gaining internal buy-in and ultimately deploying process improvement
- Monitoring the effectiveness and efficiency of the payroll organization through payroll KPIs (e.g., error rate, direct deposit participation, efficiency and cost metrics, etc)
- Record of accomplishment delivering exceptional customer service to employees and internal partners with a multi-channel approach including email, phone, chat, self-service and leveraging of third-party partners
- Leadership skills, including the ability to influence the internal culture to drive change
- Management skills including mentoring direct reports and developing payroll talent
- Advanced Excel skills, including working knowledge of V-lookups and Pivot tables
- Ability to deal constructively with change and performance feedback
- Project / program management experience implementing process / policy change and deploying / supporting HR, Payroll and Timekeeping technology
- Detail-oriented with a high degree of accuracy and ability to handle sensitive and confidential information
- Excellent communication, interpersonal, and leadership skills
Education and/or Experience
- Bachelor’s degree in Accounting, Finance, Business Administration preferred
- Certified Payroll Professional (CPP) certification required
- 10+ years of comprehensive payroll experience required
- 5+ years directly managing the payroll function for a payroll of 500+ employees
- Large company payroll management experience a significant plus
