We are currently seeking experienced Home Inspectors to join our Inspection Services team in Washington, DC performing HQS and Pre-NSPIRE Inspections for the DCHA (DC Housing Authority) throughout the city. This is a part-time/contract position with the possibility of becoming a full-time position, with standard working hours from Monday through Friday, 8 AM to 4 PM.
Effective communication is key, as you’ll be working closely with site authorities and other team members. Proficiency in English is required for this position. You’ll also adhere to project schedules, promptly report any scheduling conflicts, and compile a detailed report to keep track of your daily activities in an iPad. Software will be provided.
Job Summary
Responsible to conduct a thorough HUD (Housing and Urban Development) home inspection at the request of a landlord or prospective tenant. Prior to visiting the property, the inspector explains the process and possible outcomes. The dwelling must follow state and federal regulations and city building codes. The inspector examines the place from top to bottom using a HUD inspector assessment form based on HUD Housing Quality Standards (HQS). Conduct housing inspections for initial, audit, and annual recertifications in accordance with established rules and procedures, which are based on the Administrative Plan and the Code of Federal Regulations.
Essential Job Functions
- Candidate must represent the District of Columbia Housing Authority, (DCHA) in a courteous, professional, and responsible manner. Any contact with the public, whether in the field or in the office, must be respectful.
- Ability to stay current with all ordinances, PIH Notices, procedures, and techniques in the inspection of housing units under the Section 8 HAP (Housing Assistance Payment) program.
- Must be able to accurately explain any violations noted on the inspection itself and must promote awareness of the rules regarding any Housing Quality Standards issue.
- Must be able to learn and use all electronic devices in connection with conducting inspections.
- The ability to establish and maintain an effective and supportive working relationship with employees, vendors, clients, and the public in general.
- Must be able to understand the Code of Federal Regulations as it pertains to Housing Quality Standards.
- Providing daily summary reports capturing the outcomes of your assessments.

MINIMUM QUALIFICATIONS
Education and Experience
High school diploma or equivalent is required, some college is a plus. 5 years in commercial or residential construction and/or property inspection experience is required along with a working knowledge of construction terminology.
Required Knowledge, Skills, and Abilities
- Knowledge of HUD regulations regarding housing quality standards and other maintenance-related standards.
- HQS and/or NSPIRE certification.
- Knowledge of Washington DC Housing policies and procedures.
- Knowledge of the physical layout of the site properties.
- Knowledge of safety rules, including accident causation and prevention.
- Knowledge of occupational hazards and appropriate safety precautions.
- Ability to analyze information from inspections to determine maintenance needs and quality of maintenance services provided.
- Ability to communicate effectively orally and in writing.
- Proficiency in English.
- Ability to travel to residential buildings throughout Washington DC.
- Ability to establish and maintain effective working relationships with supervisors, subordinates, co-workers, residents, contractors, and the general public.
- Ability to understand oral and written instructions.

Pay: $200.00 - $300.00 per day
