The Transit Assistant Manager will support the CobbLinc Transit System and work directly with the DOT’s Transit Division.
The position will require an extensive understanding of transit operations, with specific experience in general contractual compliance of transit operator, as related to transit services, facilities, fleet and other federal, state and local requirements. Experience should include the project management of associated tasks, as related to the general function of the system and its facility (i.e. transit centers, security equipment, fleet equipment, etc.)
Candidate should have experience from similar or equivalent to a transit system operation. Candidate should be familiar with federal, state, and local guidelines, as related to operations, asset management, grants and procurement.
Candidate must have a comfortability creating and presenting reports, coordinating, and leading internal and external meetings. Candidate should have a familiarity with transportation industry organizations and affiliations.
Manages, directs, and evaluates assigned staff: processes employee concerns and problems, directs work, counsels, disciplines, interviews and hires, and completes employee performance appraisals.
Coordinates work activities of the Transit division's Facilities and operations: prioritizes work activities to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to Agency management as requested.
Ensures all work activities in assigned areas are in compliance with all local, state and federal transit regulations and rules: monitors performance of transit operations, facilities and contract compliance; conducts inspections, initiates any actions necessary to correct deviations or violations.
Assists in the development and implementation of long- and short-term plans, goals, and objectives for assigned areas: researches, assesses and develops strategies to meet current and future transit issues and needs.
Oversees asset/inventory management at the transit facilities: prioritizes capital improvement needs, conducts internal inventory audits, and evaluates asset/inventory management systems.
Develops and implements budget for assigned areas: allocates department resources; monitors expenditures to ensure compliance with approved budget; and maintains related documentation.
Consults and communicates with Transit Division Manager to review operations and activities, review and resolve problems, receive and give advice and direction, and provide recommendations: attends and facilitates meetings; and provides information, reports, documentation, etc. as requested.
Ensures adherence to established safety procedures: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; oversees training of transit staff and contractor.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor’s Degree in Planning, Engineering, Public or Business Administration or related field supplemented by seven years of progressively knowledgeable and skilled experience in public transit planning and operations or an equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for the job.
Preferred Qualifications
Bachelor's Degree in Transportation or Logistics Management
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
