Responsibilities
Peraton is seeking an experienced, highly organized
Operations Research Analyst (All Source) (ORA-AS) - Counter-Proliferation / Procurement specialist. The candidate will support a Combatant Command, Directorate of Operations, Interagency Coordination and Targeting Division (ICTD) and interagency (IA) mission partners to coordinate, synchronize, and integrate a wide range of DoD capabilities with IA mission partner authorities directly supporting time-sensitive, dynamic, and deliberate operations and activities that deliver comprehensive, multi-layered actions - sequenced to achieve maximum whole-of-government effects. The Candidate will be integrated into a DOD team focused on IW support through collaboration with USG partners. The incumbent will be the subject matter expert on fusing intelligence with other data sources, able to illuminate, and exploit, enemy vulnerabilities related to proliferation, production, procurement, and weapons of mass destruction networks.

You will have the opportunity to:
- Perfore as a Subject Matter Expert, the SME will expertly handle mission requirements and deliver accurate, complete, tailored, finished products demonstrating deep-dive research skills utilizing industry leading analytical techniques and tools for crawling, scraping, aggregating, and triaging data that fills information gaps and expands on serialized IC data with unique, non-traditional, open source, and interagency case data.
- SME will contribute, enhance, and support the expansion of DoD capabilities to create effects against enemy networks and the entities supporting them by closing-off enemy exploited gaps and seams, and providing recommendations to action arms, policy makers, and regulatory bodies.
- Be responsible for illumination, enumeration, and characterization of enemy network nodes, personalities, and their TTPs.
- SME will apply network development methodologies to perform nodal analysis.
- SME will perform unclassified and classified research, structured analytics, data triage, and forensic exploitation of aggregated raw, unstructured, structured, serialized, commercial data, technical papers, academic research papers, trade, passenger, cargo and export records, law enforcement case information, intelligence community finished intelligence, collected exploitable material (CEM), publicly available information, and international partner provided data.
- Based on the research and analysis of the data/information, the SME will produce complete, cohesive, cogent operations support packages, baseball cards, information papers, network presentations, link charts, evidentiary packages, charge presentations, enemy process/vulnerability products, target packages, and pattern of life studies used to coordinate combined DoD and IA deliberate and dynamic actions supporting effects on priority targets.
- Will ensure deconfliction, equities checks, and intelligence collection requirements are clearly defined, articulated, and submitted to national intelligence stakeholders.
Qualifications
REQUIRED QUALIFICATIONS:
- Minimum of 8 years with BS/BA, minimum of 6 years with MS/MA, minimum of 3 years with PhD. Four years of relevant experience will be considered in lieu of a Bachelor's degree.
- Expert knowledge of capabilities and proven ability to develop comprehensive network analysis products pertinent to transregional organized criminal TTPs as well as the US CENTRAL COMMAND historic, current, and emerging threats.
- Experience in target development and validation process and applying a collection management strategy against designated targets.
- Experience operating in tactical, operational, strategic environments as well as multi-national and Interagency Partner environments as a staff member with minimum guidance with background in the following:
- Demonstrated experience in developing and supporting DOD strategic and operational Irregular Warfare objectives
- Demonstrated experience in working collaboratively with USG Interagency partners
- Demonstrated ability to perform all source operational intelligence analysis
- Demonstrated ability to deliver individually sourced unclassified and classified products, and parallel reconstructed products tailored to maximize wide-ranging capabilities and authorities
- Demonstrated understanding of law enforcement agency organizational structures, functions, data sources, data types, programs, records management requirements
- Demonstrated expertise with financial investigative groups that target complex enemy global money laundering, fraud, and other criminal financial activities
- Good oral and written communications skills, including an expert ability to communicate effectively with 4-Star-Level & Department-Level Senior Leadership.
- Expert Microsoft Office Skills.
- Must be a U.S. Citizen with a current US Passport
- Current and Active DoD Top Secret clearance with SCI eligibility
DESIRED QUALIFICATIONS:
- Master's Degree and minimum 15 years of experience working in the military All Source Intelligence field.
- Graduate of a recognized Intelligence Targeting Course at the Joint or Service Level and Joint Effects experience.
- Experience working with distributed teams.
- Experience supporting tactical or strategic debriefing lines of questioning and source-directed requirements.
- Experience conducting or supporting counterproliferation investigations and counterproliferation activities.
- Experience doing component/systems research and technical analysis Target Salary Range
$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
