Performs a variety of technical field and office work involving stormwater inspections and maintenance, environmental survey and analysis, and enforcement activities to ensure compliance with the City’s stormwater and lakes management codes and policies. Work is performed in the maintenance and preservation (or protection) of City lakes, canals, and stormwater infrastructure, to include operation of a herbicide program for management of native and exotic aquatic vegetation in and around the City’s lakes. Works under the general direction of the Public Works Director, or assigned designee.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
Conducts inspections and enforces stormwater and other related city codes; and participates in education programs for owners of lake and non-lakefront property covering the causes, prevention and effects of water pollution.
Assists in lake surveys and performs all required herbicide spraying of city lakes, as directed.
Assists in the lakes field operations, to include but not limited to, installation and maintenance of aeration and filter systems, lake bottom sampling, lake contour and water depth survey, delineation of wetland areas, aquatic weed and trash removal.
Investigates and recommends resolution of concerns by lake and canal property owners; and/or wetland property owners.
Conducts cleaning, maintenance and repair of outfall storm drains, traps, inlets, catch basins, manholes, pipes and all other stormwater infrastructure; and aids in the construction of these stormwater systems.
Assists other Departments and government agencies in the enforcement of aquatic weed removal and coordination of re-vegetation of city lakes to detain pollution, improve attractiveness, and provide native wildlife habitat.
Inspects stormwater treatment facilities. Assists with the inspection of private stormwater systems to ensure city standards for construction and maintenance are met.
Assists in the investigation and development of reports for specific environmental problems.
OTHER JOB FUNCTIONS:
Attends conferences and meetings to keep abreast of current trends in the field; represents the division in a variety of local, county, state and other related events.
Creates and maintains paperwork associated with all daily activities to provide documentation for NDPES reporting.
Performs other duties as assigned.
Thorough knowledge of herbicides on fresh water application, including causes of water pollution, water testing, aquatic weeds and re-vegetation.
Working knowledge of applicable laws and ordinances regarding environmental management of lakes and canals.
Skills in the operation of the listed tools and equipment.
Ability to communicate effectively orally and in writing; ability to exercise sound judgment in evaluating situations and in making decisions; and ability to establish and maintain effective working relationships with employees, supervisors and the public.
Ability to recognize poisonous snakes, insects, plants, and other hazardous environments.
Ability to perform work under adverse weather conditions.
High School diploma with a minimum of one year experience specializing in the maintenance of lakes, canals, wetlands, or an equivalent combination of education, training and experience.
Possess a valid Florida Commercial Driver's License (CDL) certification, Class B, or obtain the CDL certification within six (6) months of employment.
Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor.
SPECIAL REQUIREMENTS:
Possess a Restricted Use Pesticide Application license in aquatics or obtain within six (6) months of employment.
Possess a Stormwater C Certification from the Florida Wastewater and Pollution Control Association (FWPCOA) or obtain one within twelve (12) months of employment.
