This position is located in the Metropolitan Police Department (MPD) and operates under the Patrol Services South (PSS) Bureau and the Patrol Services North (PSN) Bureau. The position is responsible for overseeing the Community Safety Ambassador (CSA) program that responds to non-priority calls for service. The CSA Program Manager position has a primary responsibility for providing substantive administration and management program oversight that contributes to the effective and efficient operation of the MPD.
The incumbent will be responsible for the following:
- Provides the full range of technical and administrative supervision over CSAs, Supervisors, and program staff. Assigns and reviews the workload of the office, determining and scheduling priorities, assuring that service activities are properly and effectively time-phased to accomplish program objectives.
- Responsible for full leadership of the CSA Program, to include leading the unit by setting priorities, performing evaluations, managing staff/personnel, and other general program management functions.
- Analyzes deployment areas; reviews and interprets data regarding CSA calls for service.
- Tracks and analyzes best practices in law enforcement civilian response programs; develops new program recommendations, policies, and plans. Develops operational guidelines based upon Federal and District of Columbia laws.
- Analyzes statistical data and reports to identify and determine causes of problems and develop recommendations for improvement of CSA Program's systems, procedures, or training. Interprets results of studies, and prepares reports detailing findings, recommendations, or conclusions and determine areas requiring additional resources and new program implementation.
- Consults with and advises MPD officials and staff on legislative, policy, and/or program issues as needed.
- Directs preparation and distribution of written and verbal information to inform management and employees of program and administrative policies and procedures.
- Develops written performance standards and ensures that all employees are aware of their responsibilities relative to those standards. Provides management to program staff through consultation, supervision, and liaison activities. Identifies and provides for the training needs of staff. Counsel’s subordinates in matters relating to work performance, attendance and general work relationships, recommends and initiates disciplinary action and adjudicates employee complaints.
- Holds and attends internal staff meetings and conferences, seminars, workshops, etc., and, as assigned, represents the MPD CSA Program in meetings where relevant or requested.
- Performs other related duties as assigned.
Licensures, Certifications and other requirements
Must possess and maintain a valid driver's license.
Education
High School Diploma or its equivalent is required. Master’s degree preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to the MSS-13 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes understanding the Department's organizational structure, policies, procedures, rules, and regulations; ability to learn MPD's General Orders in relation to CSA areas of responsibility; communicating orally and operating Microsoft Suite applications and other office software; handling high level stress while responding to calls which includes prioritizing tasks, time/case management; ability to analyze and make recommendations and decisions, and prepare comprehensive reports in a clear, concise, logical and objective manner and present the results in both written and oral formats; ability to establish and maintain an effective working relationship with supervisor, coworkers, subordinates, and the general public; ability to work independently; and ability to supervise subordinates based on priorities, selective consideration of difficulty, and the requirement of the assignments and their capabilities.
One year of prior management/leadership experience required.
Work Environment
The work environment requires frequent public contact, decision-making, and concentration as well as possible contact with hostile individuals. The Program Manager Community Safety Ambassador must have the ability to behave respectably and with the utmost integrity even when off duty. May be required to respond for any critical incident, manmade or natural; some assignments may require working weekends, nights, and/or occasional overtime. The work environment involves exposure to varied weather conditions.
Other Significant Factors
Management Supervisory Service (MSS) Term Appointment, Not-to-Exceed (NTE) 13-months, renewable up to four years.
Promotional Potential: No Known Promotion Potential
This position operates within the confines of a 24/7 operation. Incumbent of this position is required to provide after-hours on call technical support including weekends and holidays. Incumbent may also be subjected to rotating shifts, weekend work and changes in days off.
This position is deemed as ”Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:
a. Traffic record check (as applicable);
b. Pre-employment drug and alcohol test (as applicable);
c. Consumer credit check (as applicable);
d. Reasonable suspicion drug and alcohol test;
e. Random drug and alcohol test;
f. Return to duty or follow-up drug and alcohol test; and
g. Post-accident or incident drug and alcohol test.
The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.
A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department.
This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
