Job Summary:
AEIO is seeking an experienced Human Resource professional to support HR programs requiring knowledge of Federal HR operations, procedures, and requirements. As directed will perform tasks in any area of HR including, but not limited to file/records, staffing, and recruitment.
Essential functions:
- Perform work on an hourly basis using Client systems access to implement all recruitment and staffing phases.
- Utilize the Client accelerated hiring process (80 Day Hiring–FAST) that includes pre-consultation services in filling positions to expedite hiring.
- Refer applications of the best qualified merit promotion and delegated examining candidates to the selecting official, along with other candidates determined to meet basic eligibility requirements of the position.
- Advise the Selecting Official on regulations, policies and procedures involving selections from the Certificate of Eligible, which includes, but is not limited to, veterans’ implications and displaced employees.
- Coordinate the notification of the selected candidate of the entrance-on-duty date and of other pre-appointment requirements or information.
- Provide applicant status through OPM’s USA Staffing/ USA JOBS notification feature.
- Write clear, informative streamlined job opportunity announcements (JOAs).
- Post agency approved JOAs. Process all applications received through the automated system.
- Review documentation and adjudicate veterans’ preference prior to assignment of preference on the referral list.
- Verify minimum qualification requirements for all candidates referred for consideration.
- Perform quality reviews of all candidates to be referred, to ensure their final ratings accurately reflect their possession of the critical competencies for the specific position and adjust ratings where appropriate to ensure high-quality referral lists.
- Issue competitive, merit promotion, excepted service, and/or non-competitive certificates/referral lists electronically in accordance with merit system principles and delegated examining procedures.
Qualifications:
- 6 to 10 years of relevant experience required.
- Minimum 5 years of Federal HR experience.
- Experience examining (DE) applicants for competitive service positions, to include recruiting for vacant positions, reviewing the qualifications of job applicants, and ranking and referring candidates to hiring officials for consideration.
- Experience reconstructing a recruitment case file for audit purposes.
- Experience conducting and/or participating in DE program reviews.
- Well versed in adjudicating veterans’ preference; must be technically competent in competitive examining rules and regulations.
- Ability to communicate effectively, both orally and in written form.
- Knowledge of staffing, recruitment, and placement; position management and classification, employee relations, employee benefits and executive development.
- Ability to work independently and under extreme pressure and short deadlines.
- Knowledge of and ability to interpret federal and state employment laws, policies, and regulations.
- Excellent conflict resolution skills.
- Ability to maintain confidentiality and time and workload effectively.
- Proficiency in Microsoft Office Suite.
