Program Director – Manna of Life Ministries Family Shelter
Position Summary:
The Program Director supervises the Director of Social Services and works with the Social Services Director to develop, implement, track, report, and evaluate service delivery while tracking measurable outcomes and personnel performance and addressing HR-related matters. Under the supervision of the President of Manna of Life Ministries, the Program Director oversees day-to-day operations of the shelter, and ensures that program services and quality care are provided daily.
The position also requires that the candidate be responsible for maintaining effective communication and interaction with staff in all areas of the shelter while ensuring the staff receives the necessary training and professional development that will equip them to be successful, per their job descriptions.
The Program director ensures that the shelter remains in compliance with City and State regulations while maintaining a standard of excellence that is above and beyond the requirements of all inspections. Lastly, the Program Director will plan and manage program activities.
Essential Duties and Responsibilities:
- Manage the implementation of program planning; monitor delivery of services and supports; ensure services are consistent, engaging, and relevant to the individuals served.
- Manage program staff members including performance evaluations, scheduling, and orientation.
- Oversee the administrative aspects of program implementation.
- Evaluate program effectiveness and provide recommendations for areas of improvement.
- Make recommendations on employee hires, transfers, promotions, salary changes, corrective action, and terminations.
- Must be available on-call to support staff, find coverage, or cover shifts as needed

- Maintain accurate records of all projects.
- Exercise overall responsibility for the safe operation and effective results of all program operations at the facility.
- Serve as the primary program liaison to DHS.
- Meet all performance expectations established for the shelter by the Department of Homeless Services, Cares and the president of Manna of Life Ministries.
- Work alongside the President of Manna of Life Ministries in 1) adhering to the HR Policies and Procedures established in the Employee Handbook and 2) the selection process in filling vacant positions.
- Maintain a healthy and safe environment for residents and staff while ensuring that residents all are moving toward attainment of independent living or an appropriate living status beyond the Shelter.
- Operate the facility and programs within the approved limits established by the annual budget.
- Facilitate weekly participant community meetings with clients.
- Serve as liaison to local service providers and community leaders to ensure a good relationship with the community.
- Assess program needs and identify potential funding streams to enhance services.
- Assure that the physical environment of the shelter is maintained and respond to quality assurance questions in a timely manner.
- Ensure the shelter maintains its contractual compliance regarding program goals and objectives.
- Directly involved with recruitment of staff to fill all vacancies.
- Participate and encourage staff to attend professional growth trainings.
- Develop extensive base of referral agencies that provide the following services: mental health, health, dental care, substance abuse treatment, education, employment, family services, alternatives to incarceration, housing and gay/lesbian/transgender counseling etc.
- Coach team members, empowering them to elevate their level of responsibility, span of control and performance.
- Submit weekly and monthly reports to the President in a timely manner.
- Support the President in the hiring, onboarding, training, and counseling of new employees.
- This role requires 24hr on-call for emergencies and support.
- Work collaboratively with building management to maintain facility conditions, including ongoing monitoring of unit repairs and other requirements issued by DOHMH, DOB, FDNY, HPD, DHS, etc.
- Maintain the critical binder and ensure all the necessary documents (inspections, fire drills, site schedule, security licenses) are always up to date and audit ready.
- Work collaboratively with food vendors to ensure retrieval of menus and timely deliveries.

- Experience in working with homeless families.

- Strong time management skills and ability to multi-task.
- Ensure program meets the objectives of the organization.
- Excellent computer skills including proficiency in Microsoft Word, Excel and Adobe.
- Bilingual in English-Spanish preferred.
Qualifications:
- Master level in Social Work or Non-Profit Business Administration with 5+ years of experience servicing homeless individuals/families, persons with mental health, substance abuse, or in senior level shelter administration; or bachelor’s degree with 7+ years of experience servicing homeless individuals/families, persons with mental health, substance abuse, or in senior level shelter administration.
- Supervisory Experience: At least 3-5 years of documented managerial experience.
- Prefer License in social work or mental health counseling
