DELAVAN PART-TIME CITY ADMINISTRATOR
JOB SUMMARY:
This position is the Chief Administrative Officer of the City of Delavan, following the provisions of Article 5 of the Illinois Municipal Code and the Code of Ordinances, and is responsible for the efficient administration of all departments of the City. This position establishes the vision, and creation of annual City-wide budget and goals and provides leadership for all departments. This position is a highly responsible executive management position designed to facilitate the direction set by the City Council into actionable items, services, and programs. This is a part-time position, which averages 20 hours per week with at least 2 days a week being worked in the office at City Hall.
JOB DUTIES:
Essential Functions:
- Oversees, on a part-time basis, the operations of the City and leads the executive management team for all City departments.
- Maintains authority over all department directors, City employees, general offices of the City, and other administrative departments, offices, and activities that may be created by ordinance or action of the City Council.
- Takes personal charge of matters of a sensitive or controversial manner. Directs high-level policy analysis and development for the entire organization.
- Confers with county, state, and federal officials (including legislators) on some of the broader impacts involved in potential program initiatives.
- Makes recommendations to the City Council, adoption of such measures deemed necessary or expedient for the health, safety, or welfare of the community, and attends full and committee meetings of the City Council.
- Directs for the City Council the development of a comprehensive budget report and capital improvement plan for the next fiscal year; causes to be prepared the annual appropriation ordinance for consideration and enactment.
- Serves as the Auditing Official for the City and manages consultants as needed; guiding departmental rules and regulations and City policies and procedures for sworn and non-sworn personnel; acts as the liaison between department directors.
- Provides guidance and advice to all department directors on performance expectations related to department operations and goals as well as difficult issues faced from time to time.
- Directly supervises Office Administration, Police Department and Public Works Department.
- Negotiates a variety of agreements for the City. Reviews and serves as final approver on behalf of the City of financial transactions.
- Coordinates and maintains oversight of organization-wide plans and special programs that may impact all or many City departments.
- Interacts with residents, businesses, and other customers. Acts as an ombudsman between residents, businesses and other customers, City departments, and City Council. Solves problems and resolves conflicts of a difficult nature.
- Performs other duties as assigned.
QUALIFICATIONS:
- Bachelor’s degree in public administration, business administration, or a related field.
- A minimum of ten years of experience dealing with enterprise-wide issues and high-level executives. A broad range of experience is important, but specific experience in key areas such as planning, technology, human resources, or other administrative functions is important. Labor relations, direct supervision, and project management experience are also desirable.
- A minimum of ten years of senior Administrative experience coordinating a range of activities undertaken by others that involve directing, monitoring, and evaluating performance of staff.
- Proficiency with current computer technology, job-specific software, and customer service systems.
Minimum Knowledge/Ability:
- Expert knowledge of the principles and practices of public administration.
- Expert knowledge of sources of information related to problems of local government.
- Expert knowledge of the basic principles and methods of local government financing in Illinois.
- Demonstrated ability to direct in-depth analysis of administrative and/or recommendations.
- Ability to write clear and concise reports, memoranda, directives, and letters.
- Extensive leadership qualities, imagination, innovation, and initiative.
- Ability to establish and maintain effective relationships with other personnel, citizens and civic groups, State and Federal legislators, lobbyists, the press, and the public.
- Ability to listen to complaints, determine how to navigate a bureaucracy, and provide options.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
- This position works in a typical office setting.
- Prolonged periods of concentration, proofreading, and extensive computer work.
- Ability to cope with numerous interruptions.
**Salary commensurate with experience**

Pay: $50,000.00 - $62,400.00 per year
