Work involves assisting with planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. Role and Responsibilities
Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities related to program assignments. Provides support and collaborates in the planning, development, implementation, analysis, and documentation of an agency program. Serves as a liaison to staff, government agencies, community organizations, or the general public to assist in explaining program specifics and requirements. Monitors and reviews compliance with requirements, laws, regulations, policies, and procedures for assigned programs. Assists with the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports. Assists in providing consultative services and technical assistance for agency programs. Assists with the preparation of administrative reports, studies, and specialized projects. Assists in preparing comprehensive reviews of literature, statutes, rules, and/or policies. Assists with the review of program area operations to identify areas in need of change and assists with the development of plans to improve or address areas of concern.

Designs and develops project plans to implement new policies, programs and initiatives, and operating processes of strategic significance to the unit.

Organizes and coordinates implementation of project plans to ensure compliance with overall strategic goals and unit objectives, as well as maintenance of optimal operating efficiency within the unit.

Establishes and implements short- and long-term goals and objectives to ensure that projects are successfully completed in a timely and cost-effective manner and that the product is consistent with initial requirements.

Researches and analyzes best methods and practices relative to achievement of specified unit goals and operating objectives; designs and develops alternative systems and procedures, as appropriate to the objectives of the unit.

Develops and drafts proposals and/or collaborative agreements for new and/or revised strategic policies, programs, and/or operating procedures, ensuring compliance with state, and federal laws, regulations, policies, and guidelines.

Develops prepares and presents program reports; maintains comprehensive program records and statistical information.

Consults, interacts, or collaborates with internal/external staff, and/or consultants to facilitate the successful implementation of new or revised policies, programs, and procedures, and to ensure the implementation and administration of program objectives.

As appropriate to the position, oversees one or more core operational and/or programmatic activities for the operating unit, as individually specified by unit leadership.

Performs miscellaneous job-related duties as assigned.
Experience and Education Requirements
Experience in a field related to the agency program. Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.

Knowledge of local, state, and federal laws related to the program area; public administration techniques; training and marketing techniques; and of program management processes and techniques.
Skill in identifying measures or indicators of program performance and in the use of a computer and applicable software. Ability to gather, assemble, correlate, and analyze facts; devise solutions to problems; market programs; prepare reports; develop, evaluate, and interpret policies and procedures; and communicate effectively.
