DDS Systems Analyst - This position is part of the Data and Decision Support (DDS) division within the Office of Data and Systems Improvement (ODSI). The position will report to the Ad Hoc unit manager.
The ODSI mission is to ensure effective coordination, communication and consistency around data reporting and how it’s used in understanding and improving performance and outcomes. DDS supports that mission by suppling data and reports that empower DFPS leadership and stakeholders to the best decisions backed by relevant, high-quality information.
DDS is responsible for the production of agency data that encompasses the work of DFPS. This includes data about abuse and neglect investigations of children, adults and other vulnerable Texans, as well as data about children in conservatorship, prevention efforts, financial information, and other legislatively mandated reporting, Data is produced for both internal and external stakeholders, including other state agencies, open records requests, and media requests. DDS conducts quality assurance reviews of data to ensure consistency and the validity of data produced. DDS also creates and maintains online reports.

This position may be filled as a Systems Analyst IV, or V. Salary range is between $4,848.66 and $9,055.50 (monthly) depending on the level at which the position is filled and the department budget. The position is filled in accordance with agency policies. The person in this position will perform their job duties remotely (telework, work from home) within the state of Texas and will keep regular work hours in accordance with agency policy.
Essential Job Functions:
The specific job functions include:
Analyzing data requests, creating complex original SQL coding, and evaluating and/or modifying existing code to produce both internally and externally releasable reports for the agency.
Extracting data from several agency and external databases.
Documenting, designing, validating, and implementing reports for multiple areas of specialization using selected DFPS methodology and reporting tools.
Providing quality assurance reviews for the work products of other analysts.
Participating in data system design meetings for new agency initiatives to ensure the agency’s ability to report applicable data.
Serving as a lead analyst on assigned projects of varying levels of complexity and acting as mentor/on-the-job trainer for new and junior analysts.
Promoting and demonstrating appropriate professional behavior and communication among coworkers and all work-related contacts.
Knowledge Skills Abilities:
Experience in writing complex original code and revising existing code in SQL and/or PL/SQL.
Experience in using selected software including Excel, TOAD, Tableau, and/or Oracle SQL Developer.
Experience in researching, troubleshooting, and solving data issues and complex problems.
Experience in analysis, problem solving, data comprehension, reporting methodologies, math, and designing statistical reports and charts/graphs.
Knowledge of relational databases.
Knowledge of data processing practices and theory.
Ability to analyze, consolidate, and interpret complex data, procedures, and systems and write original or revise existing program code as required.
Ability to perform detailed work accurately and timely.
Ability to learn and apply new technology and skills.
Ability to work under stressful conditions and manage multiple projects with tight deadlines.
Ability to adapt and modify behavior in response to changes in situations or priorities.
Ability to present information to a variety of audiences (verbally and in writing) and to communicate clearly, concisely, and effectively.
Ability to work hours as needed to meet defined deadlines and support the agency’s critical reporting requirements.

Initial Selection Criteria:
DFPS/HHSC programmatic experience is preferred.
Systems Analyst IV –
Experience writing original SQL code, and
Experience using TOAD/SQL*Developer or other software development tool, and
Experience creating reports in Excel, and
Experience reviewing and/or using data, and
Experience with relational databases
SAV –
All of the above criteria, and
Experience in report automation (.asp, Tableau), or
Experience in writing/reading PL/SQL, or
Experience with data warehousing and/or ETL and data warehouse development.
