GENERAL DESCRIPTION:
OSHA Compliance Officers schedule and conduct comprehensive OSHA health and safety inspections, discrimination investigations, and fatality investigations of Wyoming workplaces to enforce the safety and health standards of the Wyoming Occupational Safety and Health Act for both private and public sector employers and write extensive reports documenting hazards or violations when observed.

Make independent decisions in the field regarding rules and regulations, interpretation, and their application to specific site conditions.

Interview on-site management, employees, general contractors, and subcontractors to determine employee exposure and employer knowledge in a formal and informal setting.
-
Schedule and conduct comprehensive safety and health surveys of industrial facilities, healthcare facilities, public agencies, agricultural businesses, construction work sites, and oil and gas drilling, servicing, and special supervising activities.

Analyze the workplace to identify potential and existing safety and health hazards.
-
Provide specific cost-benefit analysis information to demonstrate the value of a safe workplace, evaluate accident trends, and educate employers.

Determine the root cause of hazardous conditions and provide technical assistance to abate the hazards.
-
Issue hazard notices, advise on agency policies and procedures, communicate abatement options, and establish reasonable correction due dates and interim protections and actions needed for hazard abatement.

Writes policy and operating procedures for the division.

Manage abatement responses and extension requests, providing technical assistance and training when needed.

Evaluate safety management systems and provide recommendations.
-
Determine appropriate sampling methodology that may need to be addressed in various workplaces.

Utilize a wide variety of electronic safety and health instruments to establish compliance with health and safety-related codes and standards.

Provide off-site technical support to interpret regulations and address workplace hazards.
-
Provide verbal and written responses to the public inquiry.

Evaluate Safety and Health Management systems to determine if employers meet federal requirements for exemption from scheduled compliance inspections.

Award and manage clients enrolled in various programs on an annual basis.

Design, develop, and deliver regulatory training individually or with a team, to meet the needs of employers within the state.

Promote and market the agency's services and recognition programs to employers throughout the state.

Provide training and information to new OSHA Compliance Officers and Consultants.
-
Provide direct supervision as lead person to new consultants providing training, technical assistance, and review of work for adequate preparation, organization, and technical proficiency.

Act in a supervisory capacity in the absence of the Compliance supervisor.
PREFERENCES/**AGENCY REQUIREMENTS:
Preference may be given to applicants with the following certificates: OSH, OHST, CHST, STS, STSC, CET, GSP, SMS, ASP, CSHM, CSMP, CSSM, CSP, OR CIH or equivalent. *Preference may be given to applicants with 6 or more years of progressive work experience (typically with OSHA).
**Agency requires that applicants possess a valid driver's license.
KNOWLEDGE:

Has substantial knowledge of Federal and Wyoming health and safety standards.

Technical knowledge about process and safety and health hazards.

Ability to recognize imminent danger hazards and when personal protective equipment is necessary.

Possess an understanding of safety and health management systems, accident analysis program development, implementation, and evaluation.

Ability to prepare and write extensive technical reports of survey findings, monitoring results, and abatement recommendations.
-
Ability to record field notes accurately.
-
Ability to prioritize assignments, manage caseload efficiently and ensure timely submission of reports.
-
Has skills to charge, calibrate, and test specific sampling equipment and instruments used in compliance visits to ensure they remain in proper working order.

Possess the knowledge to develop a sampling plan consistent with current professional practice.
-
Knowledge of instructional design strategies adult learning principles and multicultural principles to produce effective training.

Strong written, oral, and presentation skills.
-
Ability to utilize presentation equipment and sound systems.
-
Ability to use presentation graphics software to develop presentation material.
-
Knowledge of evaluation strategies to apply to training programs.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-3 years of progressive work experience (typically with OSHA) with acquired knowledge at the level of an OSHA Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically with OSHA) with acquired knowledge at the level of an OSHA Specialist
