General Description: We are seeking a detail-oriented Operations & Procurement Specialist to manage the sourcing and procurement of technology and services. The ideal candidate will have a strong understanding of project management and will work closely with vendors and internal departments to ensure quality, cost-effective sourcing. They will assist the COO in ensuring that all departments are running smoothly, plan purchases, negotiate contracts, and coordinate budgeting to make sure business continues as usual with minimal downtime or interruption from each department's workflow. They will collect data, analyze figures, and create reports for management and other stakeholders to ensure efficiency.
Key Responsibilities:
Vendor and Performance Evaluation: Identify and evaluate potential vendors, negotiate contracts, and establish supplier relationships that provide value to the company. Conduct regular evaluations of supplier performance and recommend improvements or changes where necessary.
Project Planning: Develop comprehensive project plans outlining objectives, scope, timelines, resource needs, and budgets. Identify project risks and create mitigation strategies.
Reporting and Documentation: Maintain accurate procurement records and provide regular reports on purchasing activities, costs, and supplier performance. Create and manage purchase orders, ensure accurate and timely delivery of goods and services, and resolve any issues related to orders and vendor services agreements.
Market Research: Analyze market trends, pricing, and industry developments to inform procurement strategies and identify cost-saving opportunities.
Compliance: Ensure that all procurement activities comply with company policies, ethical standards, and relevant regulations.
Execution and Monitoring: Coordinate internal resources and third parties/vendors for the flawless execution of projects. Track project progress using appropriate systems and tools, ensuring adherence to the project plan. Monitor project costs, manage budget variances, and ensure financial accountability.
Quality Control: Ensure that deliverables meet quality standards and align with agency requirements. Conduct post-project evaluations to identify areas for improvement.
Qualifications:

Education & Experience: Bachelor’s degree or at least 3 years of experience in procurement, operations, or project management.

Strong negotiation and communication skills.

Ability to analyze data and make informed decisions.

Proficiency in project management and cross-team collaboration to execute project goals.

Self-starter with the ability to exercise discretion, take initiative, meet deadlines, prioritize assignments, and manage multiple tasks simultaneously with close attention to detail.

Proficient in using databases and other software tools for research, data analysis, and report writing, including Word, Acrobat, Excel, and PowerPoint.

Ability and desire to actively foster strong working relationships and positive organizational culture.

Ability to exercise discretion and maintain confidence.

This position is located in Texas, and can be a remote or hybrid role, depending on location (TAP’s physical office is in Austin, Texas).

Must maintain standards of confidentiality related to the work of Texas Advocacy Project.
