Position Title: Facilities/Operations Manager (Full-Time)
LOCATIONS: Center City, Philadelphia

Philly House is a non-denominational, evangelical Christian program affiliated with the City Gate Network. The center city men’s shelter serves approximately 200-300 homeless individuals daily. JOB DESCRIPTION:
Under the direction of CEO, Director of Staffing the day-to-day operations of facility, grounds and building maintenance. Participates in the development, recommendation, and administration of policies, procedures and processes in support of facility operations at all locations. Responds to inquiries and requests for repairs and service from internal departments, and supervises IT services for paraprofessional and technical/support staff. The Facilities Operations Manager also schedules, assigns, reviews, and supervises the work of all employees in Facilities Operations representing a variety of work skills necessary for the maintenance and repair of Philly House facilities, buildings, grounds, custodial and equipment.
DISTINGUISHING CHARACTERISTICS:
The Facility Operations Manager provides direct management and supervision to sub-contractors, paid staff, and volunteers involved in the maintenance and repair of buildings and equipment; the care and cleaning of buildings and grounds; the operation of heating, air conditioning, and ventilating systems; IT systems including computers and servers; plumbing and electrical systems; roofing, exterior building envelope and interior maintenance of Philly House.
DUTIES:
· Essential Functions
o Plans, organizes, maintains, and manages the operations and reliability of Philly House facilities and general infrastructure systems. Establishes and monitors preventive maintenance processes and programs and facility inspection processes for on-going review of maintenance work by agencies having jurisdiction.
o Supervises service skilled and technical/support staff. Evaluates, trains, disciplines, and recommends dismissal of staff as necessary.
o Develops, recommends, and administers policies, procedures, and processes in support of grounds and building maintenance operations; implements and monitors compliance with approved policies, procedures, and processes.
o Administers procurement and fiscal management activities associated with building and grounds maintenance activities, which may include RFPs, and contracts for grounds and maintenance related work to acquire trades and professional assistance;
o Monitors spending on project and cost account basis; recommending and implementing corrective spending plans; reviewing and submitting purchase orders for approval; administering contracts; obtaining price quotes and bids; ensuring compliance with Philly House purchasing rules; and/or, performing other related activities.
o Trouble-shoots and responds to after-hour issues as needed regarding the operational aspects at the facilities such as HVAC issues, fire alarm malfunctions, electrical outages, water leaks, etc.
o Monitors the safety and accessibility of Philly House and its facilities. Serves as a point of contact for the department for code (e.g. ADA, Fire Life Safety) compliance issues, accessibility improvement projects, and/or other code related issues; leads the internal Safety Committee.
o Updates and maintains list of facilities equipment, including life-cycle and replacement costs.
o Monitors and oversees the work of external contractors to ensure terms of agreements are met and work is completed satisfactorily.
o Participates in the development and administration of grounds and building maintenance budget; coordinate the allocation of resources following budget approval; recommends approval of expenditures.
o Collects and analyzes a variety of complex data and information, including utility costs and usage. Performs statistical analysis and summarize findings in applicable or other communication mediums.
o Participates in/on a variety of meetings, committees, (including chairing Safety Committee) and/or other related groups to communicate information regarding services, programs, areas of opportunity, and/or other pertinent information as appropriate.
o As part of PCC and the department’s Emergency Management (Incident Command System) essential personnel requires after hour and 24/7 on-call for response as needed.
o Maintain and oversee fleet vehicles and scheduled maintenance.

Performs other related duties, as assigned.
REQUIREMENTS:
· High School Diploma or equivalent.
· Basic working knowledge of construction and/or facility maintenance, with willingness to learn new methods.
· Adhere to our Employee Policy Manual.
· Knowledge and experience with Microsoft Office 365 and IT systems is a plus.
· Experience working as a member of a team, preferably in a nonprofit setting.
· Personal qualities of maturity, humility, strong work ethic, and a roll-up-my-sleeves attitude.
· Must be resourceful and take projects from inception to completion with little supervision on a very limited budget.
· Patience to explain and teach various skills to both skilled and unskilled workers and volunteers.
· Adhering to safety policies and procedures.
· Valid driver’s license & clean driving record, criminal background check.
· Budgeting principles and practices.
· Must demonstrate a sincere desire to work with homeless individuals, be friendly, flexible and enthusiastic, and willing to advocate the mission of Sunday Breakfast Rescue Mission.
· Know the many different reasons people volunteer and the reasons SBRM chooses to involve volunteers.
· Good listening skills are required and the ability and desire to engage in well-considered discussions.
· Basic computer use, basic vehicle maintenance, and safety practices and
procedures.
PHYSICAL REQUIREMENTS:
· Ability to lift 50 lbs. unassisted.
· Ability to climb ladders and scaffolding, maneuver stairways, stand most or all of day.
· Work environment is both indoors and outdoors with some office work.
