General Purpose
In this position, duties enforcement and administration of the Property Maintenance/Rentals/Resales. The duties involve conducting inspections of Long-Term and Short-Term Rental residential properties, Resale Inspections, and Property Maintenance Code Inspections. Inspect existing building and structures to determine compliance with the adopted codes; determine deficiencies relative to fire/housing/building codes and prepare concise, narrative reports and give testimony at appeals hearings and court actions, re-inspect buildings and structures to determine compliance and correction of deficiencies.
Included are investigating and resolving complaints, and prosecuting violations of the Property Maintenance Code, the Rental Licensing and Inspection and the Resale Program.
Administrative duties include assisting with Rental License Renewals, sending Violation Notices and citations and attending Magistrate and other Legal Proceedings.
Reporting Structure
Reports directly to the Zoning/Codes Manager and will work under the general supervision of the Zoning Officer and the Borough Manager.
Essential Duties and Responsibilities
1. Provides enforcement of the Property Maintenance, Rental, and Resale Codes
2. Performs inspection work related to the Borough’s Residential Rental Inspection Program.
3. Performs inspection work related to the Borough’s Resale Inspection Program
4. Responsible for learning to conduct inspections of property to determine conformance with applicable property maintenance and development code standards.
5. Attending training, as necessary.
6. Issue citations and violation notices to offenders
7. Assist in keeping Rental Property and Resale database up to date and accurate.
8. Develop timelines to inspect rental properties within the geographic area they are assigned.
9. Ensure proper tracking of violations in applicable enforcement software. Provide reporting and metrics periodically.
10. Assist Code Enforcement Officers and Zoning Officer as needed.
11. Provide testimony in court and Residential Rental Appeals Hearings.
12. Communicate with staff, residents, and neighborhood groups on the status of property.
13. Performs related work as assigned.
14. Participates in training programs.
15. Inspect properties to determine violations of applicable code standards and document code violations.
16. Learn to prepare activity reports and maintain records of pending re-inspections.
17. Learn to determine property-owners, agents, or other interested parties and to make contact to verify property ownership and responsibilities and to discuss code violations, code enforcement actions and documents code violations.
18. Learn to perform court/administrative-hearing inspections.
19. Identify dangerous and/or defective heating devices.
20. Learn to operate all required equipment such as testers, measuring tapes and computers.
21. Learn to establish and maintain relationships with property owners, occupants, agents, contractors, representatives of other agencies and the public.
22. Learn to detect the presence of pests, insects, rodents, etc.
23. Learn to prepare, review, sign and maintain letters, notices, and reports as required in the inspection process.
24. Learn to discuss code violation requirements and enforcement process at government and community meetings and at court and administrative hearings.
Required Minimum Qualifications and Certifications
1. High School Diploma or equivalent required
2. Possess a valid Pennsylvania Driver’s License (Class C)
_ Preferred Knowledge, Skills, and Abilities_
1. Two (2) years’ experience in construction, building trade, real estate or a closely related field or comparable education or certification.
2. Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procurement manuals.
3. Ability to speak effectively before groups.
4. Ability to apply common figures and amounts such as percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
5. Knowledge of and working with various computer software applications to include Microsoft Office software, email management, and telecommunications.
6. Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
7. Ability to deal with problems involving several concrete variables in standard situations.
8. Twelve (12) months experience in construction, building trade, real estate or a closely related field or comparable education or certification.

4. The employee is occasionally exposed to wet and/or humid conditions and unsanitary conditions.
5. The employee will occasionally work at a high elevation.

8. The noise level in the work environment is usually loud in field settings and can moderately quiet in office settings.

10. Work week is Tuesday thru Saturday, evening, weekend, or hours adjustments may be required as job duties demand.
