Position Title: Director, Clinical Service Delivery
Reports To: Senior Director, Government Relations & Programs
Work Location: Remote
Classification: Full-Time, Regular
Starting Salary Range: $90,725 - $99,798
FLSA classification: Exempt
PURPOSE
The Director, Clinical Service Delivery will lead the organization’s clinical services programs, including capacity building and technical assistance for STI clinics and at-home testing projects. Reporting to the Senior Director, Policy and Government Relations, this position will provide clinical expertise to drive policy and programmatic work across the organization, develop and enhance partnerships with public and private entities, and represent NCSD on coalitions with a service delivery focus.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Lead the organization’s clinical services programs, including technical assistance and capacity building for STI clinics and at-home testing projects.
- Develop and implement program vision and strategy to grow the clinical services program offerings.
- Build relationships with clinics across the country, including STI clinics, family planning clinics, federally qualified health centers, and private clinics, to expand reach of NCSD programs.
- Develop and implement strategies to improve and expand the provision of STI clinical services in the health care system.
- Provide expertise on clinical and service delivery policy, including 340B, FDA, CMS, NIH/NIAD, etc., and develop and implement policy strategies to support the STI field.
- Develop and enhance organization’s partnerships with public and private entities providing STI diagnostic and treatment products and services.
- Lead a clinical advisory committee of sexual health clinicians, researchers, and industry partners to set strategic vision and achieve program goals and obtain input from the field.
- Serve as the organizational lead on the Health Care Access Working Group of the Federal AIDS Policy Partnership (FAPP), reproductive health coalitions, and other coalitions focused on service delivery.
- Monitor STI-related policy, research, treatment, diagnostics, and other advancements in the field, and provide interpretation to NCSD members, board committees, and staff
- Provide overall service delivery and clinical expertise across all divisions and on behalf of the organization.
- Collaborate with appropriate staff to develop grant applications, manage work plans and budgets, and ensure completion of funded deliverables.
- Represents NCSD at national meetings by giving presentations on NCSD’s program work, participating in consultations and other expert meetings, and generally representing the interests of NCSD and its members.

SUPERVISORY RESPONSIBILITY
- This position is responsible for the direct supervision of Sr. Manager, Clinical Programs and Sr. Manager, At Home Testing.
- Responsible for review and guidance of time for direct reports and achieving deliverables as appropriate.
- Approve time as well as leave requests in the payroll management system.
- Responsible for reviewing and approving relevant expenditures within work plan for propriety, conformity with budgets and proper coding to grants or projects.
EDUCATION AND EXPERIENCE
- Training, education, and licensing in a clinical field, i.e., nursing, midwifery, physician, physician assistant, etc., required.
- Minimum 8 years of clinical experience involving sexual and reproductive health as direct service provider, clinic director or manager, or other related experience in a public health setting.
- 3-5 years of management and supervisory experience.
- Experience with a state or local health department service programs strongly preferred.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Excellent writing, public speaking, and interpersonal skills
- Passion for public health and racial and health equity work
- Demonstrated experience in clinical settings and knowledge of STI/HIV clinical service delivery.
- Ability to think creatively, follow intuition, take initiative, and be proactive.
- Strong organizational and prioritization skills as well as attention to detail
- Experience and willingness to work cooperatively in a team.
- Passion for working in STIs and public health, and sexual and reproductive health, and working with communities disproportionately impacted by STIs.
- Excellent project and program management skills
- Demonstrated experience in staff management and supervision.
- Willingness to work additional hours when necessary and to travel to state, regional or national conferences and meetings and represent the organization at formal events.
WORK ENVIRONMENT
This position is a hybrid position, working remotely and in a professional climate-controlled office environment.
PHYSICAL DEMANDS
- While performing the duties of this position, the employee is regularly required to communicate and converse with employees in the English language.
- The employee must be able to remain in a stationary position 50 percent of the time.
- The employee must be able to operate a computer and phone for extended periods of time.
