The Administrator of Central Medical Records is the authority for release of information services for assigned areas within TGHI. Serves as subject matter expert (SME) responsible for ensuring the legal medical record is complete and accurate. Plans, organizes, and manages the daily operations for the Release of Information (ROI) and Courier departments to ensure compliance and to meet the standards set by the organization and regulatory agencies. Responsible for performing job duties in accordance with the mission, vision, and values of Tampa General Hospital Imaging.
Essential Duties and Responsibilities include the following. Other duties may be assigned as needed.
· Records Custodian for any designated service areas or departments at TGHI
· Directs the release of medical records including imaging studies from TGHI
· Represents TGHI in legal proceedings pertaining to medical records
· Ensures compliance with all federal and state regulations regarding access and disclosure of medical records
· Serves as primary ROI consultant and advisor to TGHI service areas.
· Responsible for daily ROI, Courier and HIM operations to include Imaging Report Distribution.
· Defining, updating, and maintaining the Legal Medical Record.
· Validates and authorizes external Electronic Health Record (EHR) access for ROI purposes
· All personnel actions, including mentoring, coaching, hiring, performance and conduct issues
· Identifies gaps in policy and procedure, then develops, maintains, and enforces policies and procedures that support standard and best ROI practices.
· Identifies gaps in ROI training and education, then develops materials and resources for the department.
· Analyzes current and historical data alongside planned developments to forecast departmental resource needs and make budgetary recommendations
· Participates and plans in projects related to ancillary systems, acquisitions, and expansions.
· Monitors and responds to short and long term departmental budgetary and productivity reports, data and analyses
· All other duties as assigned.
Education / Experience / Knowledge
· Associate’s degree, strongly preferred
· Registered Health Information Technician or Registered Health Information Administrator, preferred
· Certified in Healthcare Privacy and Security and AHIMA ROI Micro credentialed, preferred
· Preferred; 10 years of ROI specific experience with at least 5 of those years in a leadership role within a health system or acute care environment.
Skills / Abilities
· Knowledge and expertise in federal regulations, statutes, medical facilities policies, and other laws relating to patient confidentiality, release of information, and HIPAA.
· Knowledge and expertise required to implement policies and procedures, evaluate effectiveness of release of information processing procedures, and update accordingly to ensure compliance with governing regulations and policies.
· Knowledge and expertise of the health system's applications needed to define, update, and ensure the integrity of the legal medical record.
· Ability to create, generate, and analyze reports from multiple applications for monitoring budget productivity metrics, staff productivity, ROI volumes, and staffing requirements. Professional verbal and written communication skills.
· Advanced deductive reasoning and problem solving skills.
· Advanced analytical skills necessary to research, identify, and propose solutions to complex scenarios.
· Demonstrates general knowledge in all aspects of Health Information Management and how it relates/impacts other Revenue Cycle workflows/departments
