DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:
Assists in coordinating the development and implementation of a variety of financial policies, programs, techniques and analyses to effectively prepare budgets and special projects.
The Financial Analyst III duties will include but are not limited to:
• Preparing and Analyzing HPW and CUS Retainage Reports
• Capitalizing HPW and CUS Projects
• Analyzing and Retiring Asset Replacements for Completed Projects
• Capitalizing and Retiring Asphalt, Concrete and Bridge Assets
• Analyzing, Capitalizing and Retiring DPC Projects
• Analyzing, Capitalizing and Retiring GSD Projects
• Preparing Documents for Capital Asset Audit Selections
• Creating & Parking Journal Entries
- Performs other duties and special projects as requested
WORKING CONDITIONS:
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Houston Public Works Department Position at the Tier III Level.
EDUCATIONAL REQUIREMENTS:
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS:
Four (4) years of professional experience in finance, economics, budget analysis or a closely related area are required.
Substitutions: Experience
cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two (2) years of the above experience requirement.
REQUIRED LICENCE:
None.
Preference will be given to those with experience in asset management accounting and those with a high proficiency with Microsoft Office Suite.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

However, the department may administer a skills assessment test.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
