The Loudoun County Sheriff's Office is seeking a professional, dedicated individual for a full-time Human Resources Program Manager position located in the Administrative-Technical Services Division.
Duties include but are not limited to:

The position serves as a subject matter expert in assigned programmatic area; utilizes knowledge of HR policies and procedures to advise management on policies, procedures, applicable laws and regulations, and best practices.

Provides advice and guidance on HR policies.

Develops and implements standard operating procedures governing work of assigned area.

Develop and compile comprehensive reports for internal and external stakeholders, providing actionable insights into compliance, efficiency, and opportunities for improvement.

Maintain clear tracking mechanisms to ensure program data is accurate and accessible for strategic planning and policy development.

Advise senior staff and make recommendations on program analysis.

Ensure compliance with FMLA regulations and workers' compensation guidelines by maintaining accurate records and providing policy adherence guidance.

Develop and implement Standard Operating Procedures governing work of assigned area.

Oversee the analysis of personnel injuries and leave data to identify trends, support decision-making, and refine policies.

Collaborate with internal stakeholders on attrition and vacancy analysis to understand workforce trends and forecast staffing needs.

Present analysis to senior staff and make recommendations.

Maintains program data for reporting.

Lead the performance appraisal process ensuring evaluations are conducted fairly and align with Sheriff's Office policies.

Provide coaching to supervisors on appraisal best practices and aligning employee goals with departmental objectives.

Oversight of Loudoun County Sheriff's Office and Department of Human Resources relations concerning disciplinary actions.

Ensure disciplinary actions adhere to established policies and act as the liaison between the agency and the Department of Human Resources.

Provide recommendations to senior staff on disciplinary processes and procedures.

Manage promotional process. Develop a team who will establish transparent criteria for assessing candidates.

Coordinate the execution of fair and accurate assessments for sworn supervisory and competitive non-supervisory roles.

Oversight of analysis, brief and make recommendations to senior staff.

Supervise Human Resources personnel.

Completes special projects as assigned, independently or as a member of a team.

Performs other duties as assigned.

Maintains confidentiality in the performance of job duties.
Hiring salary commensurate with experience.
Bachelor’s degree in Human Resources or related field; five (5) years related work experience, including one year of lead/supervisory level experience; or equivalent combination of education and experience.
Selection process includes review of the Applicant Screening Questionnaire and County employment application; in-person interview(s), and an intensive background investigation to include fingerprinting, criminal background check, credit check, driving record, and polygraph examination.
