Job Description
General tasks and responsibilities will include:
- Assist the Assistant Director/Director in reviewing, preparing and submitting Certificate to Proceed (CP) submissions to the NYC Office of Management and Budget (OMB). Ensuring that proper documentation and protocols are followed
- Assist facilities on responses to OMB's CP questions.
- Follow up with facilities on the status of CP responses.
- Manage CP workflow and update the CP tracker: ensure that project requests are logged, record project updates, document OMB's CP approvals
- Create new project IDs, Budget Code Modifications (BCMs) and Object Code Modifications (OJMs) in FMS.
- Track the approval of BCMs & OJMs.
- Set up new accounts in PeopleSoft; prepare and share Capital Project Budget Authorizations (CPBAs) with facilities.
- Review Non-City funding proposals (grants, internal financing, etc.) prepare and document approvals.
- Assist with internal workflow including the review and approval of Work Orders, Change Orders and contracts based on funding sufficiency.
- Support facilities and OFD accounting staff in resolving budget issues in PeopleSoft and FMS.
- Assist in updating the Capital Commitment Plan on quarterly basis.
- Conduct project budget reconciliations. • Work with Central Finance to manage the capital reserve account; support OFD leadership in releasing capital reserve funds for critical and unfunded infrastructure projects.
- Perform ad hoc budget analysis and tasks as needed.
Minimum Qualifications
- A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or
- A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or
- A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required.
Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience

Pay: $62,941.00 - $85,000.00 per year
