The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Industry and Security Analysis Group (ISAG) provides analytical, technical, and program support to promote, grow, and protect the U.S. industrial base. ISAG’s support spans the Department of Defense (DOD), Department of Commerce, and other agencies to deliver critical decision support to national security leaders. Our team informs policy decisions, enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation. This enables senior leaders to execute strategies for developing and sustaining a robust industrial base that meets our nation’s strategic resource objectives. SPA has an immediate need for a Program Management Analyst to provide onsite support in Arlington, VA.
Responsibilities:
The candidate will serve as a Program Management Analyst to support OSD customers’ responsibilities in Defense and Congressional oversight review, and monitoring of DoD agencies, programs, activities, and policy implementation. This position will provide financial management and control, schedule coordination, data administration, and functional support and coordination to programs of record. Develop plans, including budgets and schedules, to meet project requirements for major portions of a program, supporting the project’s engagement with sponsor agencies and project stakeholders, and support working groups. Apply sound accounting, tracking, and data processing principles to the performance of effort by coordinating and reviewing data calls and project-related events. Perform analysis to identify potential problems and develop communications materials, charts, graphs, and written or technical reports to recommend solutions to a cross-functional team in support of government policy decisions.
Qualifications:
Required:

BS degree in Economics, Business, Finance, or similar field

5+ years of DoD experience in areas such as national security issues, budgeting, finance, program analysis, and systems analysis

Strong analytical skills, critical thinking, and computer skills to include experience with DoD financial planning/tracking databases

Able to investigate and resolve issues, develop and recommend a course of action, and present recommendations to senior executive decision makers

Active Top Secret Clearance with SCI eligibility
Desired:

MBA or MS degree

9+ years of relevant work experience, particularly in the areas of finance, accounting, programming and/or systems analysis, or national security

Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process to allocate resources within the DoD or Program Objective Memorandum (POM) budget submissions

Experience with national defense industrial base (DIB) and policy issues
