DEFINITION
Performs advanced computer systems analysis operations using Tyler Technologies Enterprise ERP solution for the public sector (Munis). An employee assigned to a position in this class is responsible for collaborating with school and central office personnel to determine their information and data processing needs, coordinating the processing of Munis functions, and administration of security for Munis users. The specific Munis work involves coordinating and supporting one or more major Munis functions and providing coordination and support to schools and central admin for other Munis functions as assigned by the Director.
SUPERVISION
Work is performed under the general supervision of a Director. Established policies and procedures provide guides for the work. Most work decisions are made independently. Direct supervision may be exercised over lower level specialists and technical supervision is always exercised over staff assigned to a project.
DISTINGUISHING CHARACTERISTICS
This is the advanced systems analyst level of the information systems specialist series. The class is differentiated from the ISS III class, the fully proficient systems analyst class but lacking additional seniority and/or greater experience.
Takes the lead in the coordination of one or more major Munis functions. Major functions would include; managing the Munis Time and Attendance system, and the Munis Payroll module, user security within Munis, maintaining Munis menus, managing implementation of patches with proper testing and implementation into live environment, managing Munis application upgrades, and special program management or system administration responsibilities. For these functions, prepares and maintains reports, manages user security access, applies patches and ensures proper testing before implementation into live environment, installs new Munis application upgrades and ensures proper testing before implementation.
Works with functional owners to identify data inaccuracies, and to develop error reports, documentation, and procedures for users to aid in the correction and elimination of data errors. Responds to ad hoc requests from end users for information not available in standard reports.
Leads other staff in the development of informational presentations or reports; provides technical work direction; checks and tests work for acceptance; monitors and reports progress to supervisor.
Confers with user staff to determine information needs; determines potential sources of information; collects data into or extracts data from Munis; designs forms, reports, and related items for information presentation.
Assists Director with workgroup management responsibilities such as; budget planning, professional development planning, and computer system updates.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Ability to analyze, troubleshoot and improve complex automated systems and processes.
Ability to lead project teams and to coordinate large scale, long-term projects and processes.
Thorough knowledge of the principles, concepts and techniques of computer systems analysis and programming.
Thorough knowledge of computer design, hardware capabilities, operating systems and software.
Ability to design, develop, coordinate, and present large scale informational and training presentations.
Ability to use reporting tools to produce information presentations and reports.
Ability to provide technical guidance to systems staff and to evaluate their work.
Ability to communicate effectively, both orally and in writing.
Ability to read and interpret highly technical manuals covering computer hardware and software, and to interpret technical instructions into common language for users.
Ability to listen effectively and to accurately determine the needs of information requestors.
Skill in writing, documenting, debugging and testing applications programs in an accurate, efficient and timely manner.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS
Possession of a bachelor’s degree in computer science/MIS/finance/payroll/accounting , and extensive experience in working with computer systems with responsibility for major application programs, preferably including applications used in public school systems, financial or human resource environments;.
LICENSE/CERTIFICATION
Valid driver’s license.
PHYSICAL ATTRIBUTES
This work involves physical effort encountered in everyday activities including sitting, walking, standing, bending, reaching. It may also require carrying a laptop computer and working in small, tight areas.
HAZARDS
Work involved exposure to normal, everyday risks. Work requires sustained use of desktop computers.
UNUSUAL DEMANDS
The work will entail overtime and after hours on call response. Furthermore, this work is subject to changing requirements, priorities, and interruptions. Resilience under pressure is essential. This is an exempt position under the Fair Labor Standards Act.
