Are you interested in an exciting opportunity to serve as task lead for approximately 8,000 privately maintained stormwater management facilities (green and gray) with approximately 1,000 new facilities constructed each year in a 26 square-mile urban community?
The Office of Sustainability and Environmental Management (OSEM) within the Department of Environment Services (DES) is seeking a Stormwater Specialist to function as the task lead for private stormwater management facility (SWMF) inspection, assessment, maintenance, enforcement, and tracking for a large and growing portfolio of assets. These facilities are on Arlington County’s ‘front lines’ to mitigate stormwater impacts from regulated development activities. This program is a foundational element of the County’s comprehensive stormwater management, sustainability, and resiliency programs.
This Specialist will work as an integral member of the stormwater management program team to assist the County with long-term climate adaptation and resiliency planning, implementation of policies and regulatory standards for both County and private sector activities, grey and green infrastructure capital project delivery, maintaining gray and green infrastructure assets, and monitoring and reporting for local, regional, and state/federal bodies and agencies.
Specific duties include:

Ensuring that maintenance of private SWMFs is performed according to the executed maintenance agreement, including administering an inspection and maintenance certification program;

Determining when a SWMF has not been inspected and maintained in accordance with approved plans and specifications and determining the appropriate remedial action;

Maintaining and updating a database of private SWMFs, performing written and verbal communications with property owners, and taking follow-up enforcement actions;

Working with public engagement staff on communications and technical assistance resources for SWMF owners to increase rates of compliance;

Staying current on stormwater quality and quantity control technologies, including participating in efforts to update and improve the technology tools that support this task area; and
-
Performing other job-related duties as assigned.
The ideal candidate will possess:

Collaborative problem-solving skills with a demonstrated understanding of the complexities and challenges of managing stormwater on private property in an urban environment;

Technical skills necessary for understanding how a variety of SWMFs are constructed and maintained;

Strong and proactive organizational and task management skills;
-
Interpersonal skills to communicate, educate, and encourage customers to achieve compliance; and,
-
Writing skills to communicate to customers by various means.
Minimum:
-
Bachelor's degree in science, engineering, planning, or policy or related field from an accredited college or university;

Two years of progressively responsible professional Environmental Management experience in SWMF Inspection, SWMF Construction, or SWMF Design.
Substitution: Additional education may be substituted for experience.
Desirable: Preference may be given to candidates with a Master’s degree in a related field and/or experience in one or more of the following:

Development plan preparation or review;
-
Using MS Office Suite, Geographic information systems (GIS), and databases; and/or
-
Project management skills.
Possession of one or more of the following DEQ Certifications preferred:

Stormwater Management Inspector;
-
Stormwater Plan Reviewer; and/or
-
Erosion and Sediment Control.
Stormwater Management Inspector Certification from DEQ must be obtained within one (1) year of hire date.
Driver's License: The applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
The pay ranges listed above are effective June 30, 2024.
Work Hours: Flexible work schedule Monday through Friday between 7:00 am to 6:00 pm with telework opportunities. Employee must be able to travel and attend occasional local, state, and national events, some which may be outside regular working hours.
