Manager IV
Performs highly complex (senior level) managerial work administering the daily operations and activities of the Vaccine Data and Finance Group (VDF). Ensures coordination on the immunization federal grant applications and budget revisions, oversees the completion of grant and legislative reporting requirements of VDF, and provides direction in the planning, implementation, and monitoring of grant work plans activities assigned to VDF. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Manages day-to-day activities and develops timelines, priorities, and standards to ensure effective programs and services. Plans, assigns, and supervises the work of program staff. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(30%) Manages day-to-day activities of staff in a business function(s), division(s), or department(s). Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. Confers with executive management to develop strategic plans and long- and short-term goals for the department.
(30%) Develops and implements techniques for evaluating business function and activities. Plans and develops a budget, evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary. Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures. Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
(20%) Identifies areas of needed change and makes recommendations to improve VDF operations. Provides technical expertise and guidance regarding questions related to the business function, division, or department. Manage the implementation of changes resulting from new legislation. Manages the VDF group special investigations, program analyses, research studies, and internal audits. Supervises the work of others.
(10%) Provides consultative guidance and technical assistance to staff in the integration of new methods to accomplish necessary tasks and Vaccine Ordering and Allocation System. Oversees provider TVFC/ASN vaccine transfers, including educating providers on how to initiate requests through the state ordering system.
(10%) Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with a bachelor’s degree in public health or related field
Experience interpreting data and developing effective operating procedures and practices.
Experience developing policy, procedures, and standards and guidelines for public health service programs preferred.
Experience in budget management, human resource management, project management and conflict resolution preferred.
