District Manager Position Description
About Carroll County Conservation District (CCCD)
The district is a governmental subdivision established under State law to carry out a program for the conservation, use and development of soil, water and related resources within Carroll County.
About the District Manager Position
It is a full-time position reporting to the Board of Supervisors. The District Manager is responsible for developing and implementing programs targeted to County landowners and users for surface and ground water quality and quantity, nonpoint source pollution, sedimentation and erosion, storm water, flooding, wetlands, forestlands, wildlife habitats, solid waste and other relevant conservation initiatives, as well as providing office administration for the District.
Statement of Duties
This position administers the Carroll County Conservation District, seeking to conserve and protect the county’s natural resources as directed by the Board of Supervisors and in concert with USDA-NRCS programs.
Responsibilities, with estimated time allocations, include:
- Developing and implementing programs – 20%
- Grant writing, fundraising, and financial management – 15%
- Outreach and education to constituents – 5%
- Coordinating volunteers – 5%
- Presenting educational workshops – 10%
- Coordinating permanent, on-the-ground conservation practices - 10%
- Distributing soils and conservation information for land management – 10%
- Managing the day-to-day activities of the Board of Supervisors and District – 25%
Position Functions
1. Provide educational, financial, and technical assistance and information to land users, towns and others with assistance from the USDA Natural Resources Conservation Service (NRCS) and other federal partners; assist with wetlands impact applications; calculate Soil Potential Indexes for land users with farmland; offer education on Best Management Practices; focus on prevention of natural resource problems, etc.
2. Coordinate District programs as outlined in the Annual Plan of Work and approved by the Board, including planning and implementation.
3. Attend all monthly board meetings and represent the Board at other meetings as required, acting as their agent.
4. Manage District information programs including news releases, radio announcements, the District web site, etc. Also, furnish conservation information and soils data to the general public and schools.
5. Maintain District records: Create financial records under the direction of the Treasurer, process payroll , process accounts payable and receivable, purchase all supplies, equipment and program materials, draft the annual plan of work, the annual report, quarterly newsletters and other reports approved by the Board; prepare annual draft budget for approval by the Board.
6. Administer District fundraising programs including spring plant sales, fall bulb sales and other conservation product sales.
7. Coordinate the District’s annual meeting, other District sponsored workshops, educational forums, and meetings; develop educational displays for local fairs, agricultural events and the New Hampshire Farm & Forest Exposition.
8. Manage the District’s volunteer outreach program, including recruiting, training, assignment of projects, and volunteer hours reporting.
9. Conduct field visits to county landowners to gain perspective on the resource conservation issues that landowners face in Carroll County.
10. Perform administrative duties, such as receiving, screening, reviewing, preparing and verifying District documents.
11. Provide administrative assistance to the USDA NRCS, in accordance with the attached Operational Agreement between the two agencies.
12. Carry out other duties as assigned by the Board of Supervisors.
Minimum Qualifications
A candidate for this position shall possess a minimum of a Bachelor’s degree in environmental sciences, business administration, or related field. Specialized training in soil sciences and conservation practices is desirable, as is related work experience, but not required. A valid NH Driver’s License is also required.
A candidate for this position should have a working knowledge of methods and principles used when working with soil and water conservation issues; knowledge of local, state, and federal programs and laws that affect soil and water conservation; knowledge of the roles of Conservation Districts, NRCS, and the State Conservation Committee in implementing local, state, and federal programs; knowledge of basic financial management techniques and practices; knowledge of procedures for developing funding requests for local governments; and knowledge of the social and economic structure and conditions in the District. A candidate for this position should have the following abilities: to deal effectively with various local, state and federal agencies at various levels; to organize and plan work; to effectively supervise subordinates; to lead discussion groups, to persuade or motivate groups, to identify and define goals and objectives; to perform with minimal day-to-day direction; to evaluate programs, ideas, and measures proposed to deal with soil and water conservation problems; and to manage the daily financial operations of the District.
Physical & Mental Requirements
This position entails working in a quiet office setting with outdoor work up to 1/3 of the time.
There is little risk of personal injury. Physical demands generally involve standing and walking up to 1/3 of the time, including varied uneven forest and stream terrain; sitting up to
2/3 of the time. Seldom is weight lifted or force extended up to 10 lbs. Equipment used may include an automobile, standard office machines, personal computers, and survey equipment, such as maps, compass, GPS unit and wheel tape measures.
Job Environment
The variety of conservation related matters calls for a high degree of specialized knowledge. District work requires exercising ingenuity and initiative in handing and resolving problems and situations. The nature and volume of work performed is subject to seasonal fluctuations that can be anticipated.
This position requires frequent contact with the public, landowners and community volunteers. Other contacts are typically with the local conservation commissions, planners, planning boards, road agents, selectmen, and environmental organizations, as well as other county personnel, state and federal agencies. Contacts occur in person, over the telephone, and through email and writing.
Supervision
The District Manager serves under an appointed Board of Supervisors. The District Manager receives policy direction and specific work objectives from the Board of Supervisors on a monthly basis. The District Manager must be self-directed to accomplish projects between monthly Board meetings, and needs to observe and follow federal, state and local laws, codes and regulations, as well as policies of the local Board. Work is reviewed by oral and written reports at meetings of the Board.

Compensation and Benefits:
This is position is non-exempt at 35 hours per week. Compensation will range to start between $16 to $20 per hour, depending on experience, with future compensation tied to pay for performance. In addition, CCCD offers paid holidays, two weeks paid time off, a health insurance subsidy; and flex time.
