Description
Under the direct supervision of the Finance Director, processes water billings, accounts payable, and retirement payrolls, and coordinates activities with the accountant to ensure an integrated process. Assists in other Finance Department activities as directed. This is a permanent part time position with a flexible schedule of 20-25 hours per week.
Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. 1. Administers the monthly utility billing process. downloads meter readings, generates reports and audits for accuracy. Identifies unusual usage patterns and compiles a list of accounts to be re-read. Prepares, prints and mails monthly water bills.
2. Responds to all water related inquiries or complaints, submits service requests to the Water Foreman, and refers unique inquiries to the appropriate individual.
3. Creates and maintains a comprehensive computer and paper filing system for utility related accounts, documents and reports. Processes name changes and ensures accounts are up to date.
4. Posts and journalizes daily cash receipts from water payments. Prepares consumption reports or other reports as requested.
5. Prepares delinquent list for City tax roll, mails related notifications and submits final list to Treasurer.
6. Prepares, sorts and mails annual water main flushing project notices. Sends quarterly water sampling letters and prepares other miscellaneous correspondence.
7. Assists the Water Forman with Correspondence, memos, and coordinating appointments.
8. Enters all invoices and prepares related reports. Prints accounts payable checks. Reconciles checks and performs year end reporting.
9. Prepares retirement payrolls, prints checks, and generates various reports. Completes banking transfers, issues tax forms, prepares

- Educational requirements include a high school diploma, or equivalent, with additional vocational training in accounting, bookkeeping, or related field.
- Governmental experience preferred
- Knowledge of computerized financial software and databases
- Skill in responding to public inquiries and internal requests with a high degree of diplomacy and professionalism.
- Skill in generating comprehensive and accurate reports, and in performing mathematical computations with accuracy.
- Ability to establish effective working relationships and use good judgement, initiative, and resourcefulness when dealing with the public and other employees
