Summary
The primary purpose of this position is to provide oversight to the FSS & ROSS Service Coordination team by coordinating, planning, and providing oversight to the daily activities. This incumbent is responsible for the HUD Grant administration of this program, and collaboration with the Director of the Resident Initiatives. In addition, the incumbent will maintain and develop working relationships with local welfare and service organizations
All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.
Essential Duties and Responsibilities

- Provide direct supervision of FSS /ROSS Service Coordinators, including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, and training, acting on employee problems, and recommending and implementing discipline.
- Assigns and distributes referrals and residents to Self-Sufficiency Service Coordinators depending on case load, assigned property, special experience, or other factors.
- Oversee and manage HACP Escrow Program.
- Responds to inquiries, request, and complaints as necessary in a timely manner.
- Escalates any requests or complaints to the Resident Initiatives Manager, as needed.
- Identify resources to address social services needs of public housing residents: as appropriate, disseminates general resource information to Self-Sufficiency Service Coordinators.
- Identifies resident needs and coordinates events for segments of the resident population or entire properties, including educational development and training and extra-curricular activities.
- Communicates problems to respective Property Managers to modify service offerings or address global issues.
- Networks and forms relationships with other housing professionals and service providers in order to keep abreast of services and assistance available to HACP residents; ensures that others within HACP are made aware of services and assistance options available to HACP residents.
- Maintains program policy information and distributes to team to ensure proper channels of communication and consistency in any changes in programs or services/referral offerings, polices or procedures.
- Partners with local welfare groups, community service organizations, and businesses to coordinate events and programs for the Authority's residents.
- Conducts quality control on actual service delivery to assess compliance with grant requirements.
- Ensures timely follow up on requests for services.
- Compiles case notes and tracks participation and referrals, accesses and records resident and community resource information.
- Prepares correspondence, technical and status reports, etc. to keep management informed of the progress of the FSS & ROSS program.
- Must complete NAN McKay FSS & ROSS testing and obtain required certification within one year from employment start date.

- FSS and ROSS are both HUD funded programs, grants, reporting, and drawdowns will also be a responsibility, that this Manager will monitor.
- Performs other duties as assigned.
Education and/or Experience
Master's Degree in Social Work, Human Services, Psychology or equivalent. At least six months of previous supervisory experience in oversight of HUD Coordination Services. A minimum of 3 years' experience in a social service setting involving facilitating services with demonstrated leadership skills and previous management experience. Must possess a valid Pennsylvania driver's license and be insurable under the Authority's plan.
Technical Skills
To perform this job successfully, an individual must have strong computer skills and be proficient in TAAG and Microsoft Office applications (MS Word, Excel, and Outlook). Must be able to operate HUD reporting systems for the purposes of tracking and Grant reporting. Must have the ability to learn other computer software programs as required by assigned tasks.
