The Sr. Manager of Proposals/Capture plays a crucial role in planning and managing the development of Federal and State government proposals for technology-oriented solutions and technical services.
Duties & Responsibilities:
- Proposal Development: Lead the end-to-end development of Federal and State proposals, ensuring compliance with solicitation requirements and submission instructions. Develops annotated outlines, page allocations, review schedules and assignments
- Coordination: Collaborates with cross-functional teams, including Alesig business development, subject matter experts, technical writers, graphics artists, recruiting, pricing, contracts and external business partners to gather necessary inputs for proposal solution content, past performance, resumes, business certifications and pricing
- Compliance: Ensures that proposals adhere to all Federal procurement regulations, guidelines and evaluation criteria with Alesig's internal templates and standards. Develops compliance matrixes and proposal submission checklists
- Schedule Management: Develop and manage proposal schedules and color review meetings, ensuring timely identification and resolution of issues and submission of high-quality proposals
- Quality Assurance: Conduct thorough reviews of proposal content to ensure accuracy, completeness, responsiveness to customer requirements, and documentation quality
- Proposal writing: Lead and/or oversee compelling and compliant proposal writing for non-technical factors, including management, quality control, past performance and key personnel resumes
- Manage proposal support tasks including past performance repositories, reusable proposal content organized by subject areas, and graphics library
- Continuous Improvement: lead and document lessons-learned
- All other duties as assigned
Qualifications:
Minimum Qualifications:
- Bachelor's Degree in Business Administration, Communications or a related field
- Minimum of 5 years of experience in Federal proposal development
- Minimum of 3 years of experience as a lead proposal manager
- Previous experience managing complex proposals for Federal Government contracts (both single award proposals and contract vehicles)
- Previous experience with Federal procurement regulations (including FAR and DFARS)
Preferred Qualifications:
- Proposal development training and/or certification from Shipley Associates, APMP or a comparable organization
- Previous experience developing winning proposals in scope areas including: application development, enterprise IT engineering and operations, cybersecurity and information assurance, Big Data and mobile solutions
- Previous experience in developing winning proposals for DoD agencies including US Army and DISA
