Senior Program Support Specialist
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Senior Program Support Specialist for their Vancouver, Washington location. Pay Range: $44.00-$47.00/HR

Key Responsibilities for Senior Program Support Specialist:
- Draft and validate Statements of Work (SOWs) for service contracts, including complex master contracts for manager and Contracting Officer’s Representative (COR) review.
- Process Control Center contract and material orders according to documented processes, handling over 220 non-IT orders and 400-600 IT-related orders annually, excluding capital project orders.
- Perform reconciliation and data entry for purchases under the Micro Purchase Program (MPP) credit card, maintaining efficient purchasing processes and recommending improvements.
- Request unofficial estimates and budgetary quotes from vendors for material orders purchased via the Micro Purchase Program (MPP).
- Collaborate with IT, Transmission Technology (TT), and Control Center Procurement Teams to develop best practices, standards, and process improvements for procurement objectives.
- Engage project managers and subject matter experts to obtain detailed information and specifications for service engagement contracts.
- Work with Project Managers, Subject Matter Experts, CORs, and Contracting Officers on product consultations and deployments, addressing procurement requirements, security needs, and contract deliverables.
- Coordinate with accounting offices and CORs on service contract milestones for payments, create Contract Payment Authorizations (CPAs) for invoices, and track billing for budget forecasting.
- Verify that received materials meet Control Center requirements and process Returned Merchandise Authorizations (RMAs) for warranty repairs and exchanges as needed.
- Partner with Contracting Officers on large contract engagements and enterprise agreements, accounting for Control Center portions and managed licenses.
- Develop streamlined practices and processes between Control Centers, facilitate inter-control center training, and promote collaboration for standardized practices.
- Assist in identifying large accruals across multiple organizations, work orders, and contracts for fiscal year-end budget purposes.
- Maintain the Transmission Technology Procurement SharePoint site, updating contract statuses, support timelines, and compliance documents.
- Provide technical input on vendor contracts for IT products, including support, pricing, deployment, response time, and overall performance.
- Create CAT IDs for the Asset Suite catalog and material requests for Control Center hardware and equipment, tracking order status with purchasing and supply chains.
Requirements/Qualifications for Senior Program Support Specialist:
- A bachelor’s degree in business administration, business management, computer science, engineering or a closely related field is preferred. A business, legal, or engineering background is strongly preferred.
- 8 years of experience is required with an applicable bachelor’s degree.
- 10 years of experience is required with an applicable associate degree.
- 12 years of experience is required without a degree or applicable degree.
- Experience should be consistent with the specific requirements of program/project coordination/control and progressively more technical in nature.
- Expert proficiency with SharePoint and Visio.
- Expert proficiency in automated data systems to include a high degree of efficiency in the technical dynamics of software output (e.g. use of advanced printing such as to plotters, capabilities of cross-software embedding for purposes of presentations, technical webinars, etc.).
