SENIOR EXECUTIVE ADVISOR TO THE CEO
EXEMPT
SALARY RANGE: $ 146,000. to $207,000.
Overall Responsibilities:
The Senior Executive Advisor to the CEO acts as the CEO's chief legal and policy advisor. The primary objective is to ensure the Agency is operating within the applicable legal jurisdiction at all times, i.e., in accordance with applicable federal, state, county and city laws and regulations. This position also oversees all policy objectives, strategies, tactical processes, and operating plans for the CEO and Agency departments.
Minimum Qualifications:
A licensed member of the Florida Bar in good standing, with a minimum of five (5) years of experience, specializing in the area of state, county and municipal law. Preference shall be given to practitioners with legal experience representing public agencies.
Duties and Responsibilities:
- Provides legal guidance and advice to the CEO, department heads and staff;
- Oversees the Agency’s compliance functions to ensure they are aligned with the objectives of the Agency, in compliance with federal, state, county, and local laws and regulations. Evaluates strengths and weaknesses of Agency decisions and actions, identifies business opportunities and determines viable public-private partnerships;
- Maintains a good working relationship with the CEO, staff, and board members;
- Attends local meetings at the request of the CEO;
- Draft and review a variety of contracts and other documents (see, Experience section below);
- Accepts performance-based assessments and direction;
- Works well under pressure;
- Works a flexible schedule including long hours, nights and weekends; and
- Performs other duties as assigned by the CEO.
Skills and Knowledge Required :
- The qualified candidate must have a great deal of integrity, business and legal experience, a strong personality and the ability to be persuasive and relentless in reinforcing the best interests of the Agency;
- He/she must also be an effective communicator, particularly when it comes to discussing legal matters;
- Thorough knowledge of local, state and federal agencies and departments;
- Thorough knowledge of the Agency’s policies, practices and procedures;
- An understanding of the city, county and state political process; o Provides necessary organization, supervisory and leadership; o Ability to perform essential job functions above;
- Ability to maintain a good working relationship with the municipal, county and state officials, staff and board members;
- Ability to work independently, cooperatively and courteously with others;
- Excellent oral and written communication skills;
- Knowledge of office computer applications;
- Professional reporting methodologies;
- Information gathering & analysis skills;
- Ability to manage cross-functional tasks; and
- Capable of maintaining current status of all CLE requirements.
Education: A minimum of a Juris Doctor degree from a State of Florida educational institution.
Experience: At least five (5) years of experience as a licensed member of the Florida Bar in good standing, specializing in the areas of state, county and municipal law including, but not limited to: public procurement; complex commercial transactions; negotiating, and drafting contracts, leases, conveyances, public agency interlocal agreements, licensing agreements; public/private partnerships; labor and employment laws; land use and zoning; public meetings; public records, retention and disclosure; code enforcement; legislation; and taxation.
Responsibility for Contracts: Position involves contact with key or important persons both inside or outside the company requiring extensive resourcefulness and tact which may materially affect Agency policy, practices, and procedures.
Judgment and Decision-Making : Under general direction as to broad assignments, determines methods and delivers final results. Highly complex work performed within general department or functional policies and objectives requiring substantive-independent judgment. Must maintain good standing status with the Florida Bar at all times of employment.
