JOB DESCRIPTION:
The Town of Islip is seeking an Assistant Town Engineer with a specialization in Site Plan Review and Management. The candidate shall be responsible for assisting in the planning, organization and direction of the engineering functions of the town engineering department. The incumbent shall check plans submitted by private contractors to ensure adherence to town regulations. Furthermore, an employee in this class administers, coordinates and supervises the site plan review function in a division responsible for the review of all industrial, commercial and multi-family site plans for compliance with zoning codes and design specifications. The incumbent supervises Site Plan Reviewers and Assistant Site Plan Reviewers. Work is performed under the general supervision of the Town Engineer.
TYPICAL WORK ACTIVITIES
Supervises employees who are responsible for the research and analysis of data concerning growth patterns and site requirements utilized in updating zoning ordinances;
Supervises and coordinates the review of site plans to assure compliance with zoning codes and design specifications;
Supervises and coordinates the preparation of zoning ordinance violation forms for variance or special permits on preliminary plans for ZBA hearings;
Acts as a technical advisor on questions regarding site plan review;
Supervises the research and preparation of new ordinances affecting site plan review.
Examines sub-division plans in order to check drainage, road profiles and regrading; prepares performance bond estimates covering work of public improvement in sub-divisions; reviews all parts of sub-division plans for conformity with town regulations;
Assists the Town Engineer in preparing proposed engineering projects for submission to Town Boards.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of civil engineering; thorough knowledge of engineering practices and procedures as they apply to public works; good knowledge of laws and other regulatory enactments controlling public works; good knowledge of the developments of current literature and sources of information in public works engineering; good knowledge of modern office administration; good knowledge of Floodplain and SPEDES requirements. Thorough knowledge of town zoning codes and design standards; thorough knowledge of the appropriate placement of buildings, streets, sidewalks and parking areas; good knowledge of landscape design; ability to read and interpret technical draft plans, maps, charts and blueprints; ability to interpret and apply zoning codes to site plan review; ability to coordinate and supervise the activities of technical, professional and clerical employees in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
At the time of appointment, candidates must possess a Professional Engineer's License issued by New York State, and maintain such license during employment in this title. Candidate must also be approved by Suffolk County Civil Service and meet the minimum criteria to take the civil service exam.
