JOB SUMMARY
The purpose of this position is to assist the Deputy Director of Operations in managing projects and resources within the Department. The work involves strategic planning and management of assigned construction and landscape projects, ensuring the implementation of the Master Plan, maintaining and repairing City areas identified as high-profile outdoor assets, and assisting with Department-wide planning and evaluation of current and future City assets.
ESSENTIAL JOB FUNCTIONS

Assist with short and long-range planning for the Department and City, focusing on construction and landscape.

Contribute to the development and interpretation of the Master Plan.

Analyze and assess conditions of City parks, firehouses, and key landscape areas.

Identify construction and maintenance needs and develop goals and objectives.
-
Prioritize maintenance and repair needs.
-
Develop, evaluate, and ensure the successful execution of the City's landscape standards.
-
Design, develop, and implement comprehensive maintenance programs for parks, recreation facilities, and City assets/grounds.
-
Develop operational policies, maintenance procedures, and standards to ensure safety, operating condition, and appearance.
-
Plan and coordinate division operations, projects, and special events.
-
Establish work plans and schedules; allocate division resources.
-
Assign work to subordinates and provide instruction and training.
-
Coordinate with facility managers for materials, manpower, and facility space usage.
-
Supervise, direct, and evaluate the Landscape Architect, Park Coordinators, Project Coordinator(s), and other assigned staff.

Handle employee concerns and problems, direct work, provide counseling, discipline, and complete performance appraisals.
-
Oversee and evaluate division operations; monitor productivity.
-
Ensure adherence to policies, procedures, and safety guidelines.
-
Promote risk management and safety.
-
Meet with Landscape Architect and Coordinators to review progress, delegate assignments, and resolve issues.
-
Implement operational and procedural changes to improve operations and recommend strategic changes to management.

Keep the Deputy Director of Operations, Director, and Recreation Commission informed of significant issues, resource needs, and challenges within the Parks Division.

Serve as a project manager for City maintenance, construction, and special events as needed.
-
Manage projects involving outside firms, write specifications, prepare RFPs, interview and recommend contractors, administer contracts, coordinate work, approve schedules, and ensure compliance with terms, budgets, and specifications.

Assist with future facility planning and development for the department and City.

Prepare land acquisition information and present findings and recommendations to management.

Communicate and coordinate all projects and special events with other City departments.

Collaborate with the Park Service Manager to prepare, submit, and administer the Parks Division’s operating and capital improvement budgets.

Monitor budgets, expenditures, and revenues.
-
Coordinate all program revenue and expenditure processes.
-
Assist in the preparation and administration of Federal and State grants.
-
Maintain accurate financial records.
-
Prepare and process a variety of administrative forms including requisitions, payroll documents, purchase orders, contracts, invoices, and budget revisions.

Review, approve, and submit documents for processing.
-
Maintain plan designs, project expenditure information, and documentation for ongoing and future projects.
-
Prepare operational and statistical reports, including monthly, quarterly, and annual Division reports.

Manage the establishment and maintenance of Division files and records.
-
Perform public relations and communications work for the division.
-
Establish effective working relationships with parks and trail boards, homeowner associations, civic groups, business leaders, recreation professionals, and other community groups.

Communicate and cooperate with other City departments and agencies.
-
Provide customer service and assistance to patrons and the general public.
-
Resolve issues and problems that cannot be addressed by subordinates.

Serve as a member of various task forces, committees, and management and planning teams.
-
Attend Recreation Commission meetings, public hearings, City Council meetings, and organizational meetings.
-
Operate personal computers and general office equipment as necessary.
-
Manage and oversee software and cloud-based systems utilizing GIS, electronic work order systems, asset management software, and other project management tools.

Oversee fleet information and coordination for the Department’s vehicles and equipment.
-
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s degree in recreation administration, public administration, or a related field is required. This should be supplemented by six (6) years of progressively responsible experience in managing park maintenance programs, resources, and staff. Alternatively, any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job will be considered.
Licenses or Certifications:

Possess and maintain a valid Georgia driver’s license with a satisfactory motor vehicle record (MVR).

Ability to plan and manage construction, maintenance, and repair operations for City parks, recreation facilities, and grounds.

Ability to manage assigned staff, budgets, and resources effectively.

Capability to manage construction and maintenance projects, oversee the work of contractors, and administer contracts.

Ability to coordinate, manage, and correlate data, exercising judgment in determining the timing, placement, and sequence of operations.

PHYSICAL DEMANDS
The work is light work, which requires the ability to exert very moderate effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20 pounds). Tasks may involve extended periods at a keyboard or workstation. Tasks also require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
WORK ENVIRONMENT
Work is regularly performed with exposure to adverse environmental conditions, such as dust, electric currents, and bright or dim lights.
