Reporting the Treasurer, the Director of Cash and Liquidity Management is responsible for taking a primary leadership role in managing bank accounts administration (overall bank account structure, service model and signatory management), monitoring liquidity needs, minimizing cash balances across the CHA organization. This position will drive lean banking operations with continuous improvement toward automated, real-time, trusted, and closed loop treasury system design. The position oversees daily cash operations and short-term forecasting as well as bank portal(s) and other cash systems, including treasury process improvements, strategic projects, and integration of acquisitions. The position leads all aspects of cash management activities and analyses and reporting to facilitate management of treasury operations and financial risk, balancing returns on cash and working capital needs. Also requires expert knowledge of the treasury processes and controls in order to identify and drive improvement to ensure effective and efficient cross-functional transaction processing as well as system enhancements and documentation. The position accepts the responsibility for maintaining the internal control system associated with the essential duties and responsibilities of the functional areas that the role manages.

DUTIES AND RESPONSIBILITIES
- Develops and implements banking solutions designed to deliver best in class cash and liquidity management products and services, and collaborates with other teams for banking services connectivity to support CHA’s mission.
- Establishes standards for bank account management and standard methodologies with banking partners; be a process owner for continuous improvement with the payments, payroll, collections, intercompany, cash accounting, treasury systems and teams.
- Provides direct management and oversight to the team that funds bank accounts, invests excess cash, and checks minimum balance and liquidity requirements.
- Drives strategy, integration, and process transformation to enable the highest level of automation in banking processes, while providing a systematic audit trail.
- Works with banking process owners (i.e. end user groups) to identify and prioritize continuous improvement opportunities to run with lean cash, lowest bank fees, and highest risk reduction.
- Reviews and drives improvements in cash management, ensuring financial obligations are met in accordance with CHA policies and procedures.
- Drives compliance and auditor requests, maintains control of policies and procedures over cash accounts, and ensures cash management account structure is efficient and access is in accordance with internal policies and HUD requirements.
- Trains and manages staff in all aspects of online banking, CHA policy and HUD regulations.
- Develops and maintains bank relationships for all aspects of bank account services and signatories, including administration for opening, managing, and closing accounts.
- Ensures timely reconcilement of cash application and disbursements.
- Ensures adequate control, execution and reporting for electronic receipts and disbursements, and inter-program/inter-bank funds transfer.
- Monitors cash transactions to ensure that bank account balances to the report and any unusual items are investigated.
- Minimizes cash needs and maximize cash efficiency across the company by monitoring and reporting on cash flows, liquidity, and other financial metrics.
- Manages cash flow forecasting process for CHA and related parties, collaborating with internal stakeholders to develop and execute strategies to optimize the company’s liquidity position and minimize its exposure to liquidity risk.
- Develops and implements liquidity management policies and procedures.
- Co-leads implementation and maintenance of treasury management system and ERP, and consolidate banking systems across the integrated business and identify bank(s) with best treasury management capabilities to roll out across business.
- Assists with project assignments and financial reporting.
- Ensures audit compliance with all Treasury related policies and procedures.
- Participates and makes recommendations for bond and debt service strategic initiatives.
- Recommends and implements the best-in-class cost effective solutions to strengthen controls and lessen risks for all banking services, collections and disbursements.
- Drives improvements in the treasury management process to minimize interest and fees while maintaining appropriate levels of liquidity.
- Partners with other Treasury Directors to develop treasury reporting dashboards for investments/savings returns for internal monitoring and reporting to senior management.
- Manages excess operating cash to obtain optimum interest revenue.
- Develops and enforces strong internal controls and segregation of duties to ensure safekeeping of CHA cash position within financial management policies.
- Participates and supports various business development transactions whereas needed to ensure Treasury processes are part of detailed workplans for successful deal execution.
- Manages performance review process including annual review of goals and periodic reporting.
QUALIFICATIONS
This position requires a Bachelor’s degree in Finance, Economics, Accounting, or related field. MBA/CPA/CFA/CTP preferred. Seven (7) years or more of relevant experience in finance, with a strong background in cash management and treasury operations. Team management experience of five years is required. Expert knowledge of bank treasury management systems and at least five years of banking administrator experience within a commercial e-banking platform. In-depth knowledge of financial statements and financial statement analysis, including the ability to analyze cash flow and the impact on the financial statements. In-depth knowledge of HUD E-LOCCS requirements and banking regulations around Anti-Money Laundering as well as Know Your Customer. Strong analytical skills, eye for business, judgement, and decision-making capabilities. Strong data manipulation skills and financial modeling expertise. Excellent verbal and written communication skills, along with the ability to work extensively and effectively influence and drive communication with diverse stakeholders. Executive presence and presentation to senior management. Proven ability to own and manage multiple, competing priorities. Project management and change management skills, unafraid to challenge assumptions and status quo; high motivation and desire to learn quickly. Strong system skills with proficiency in MS Office including Excel, PowerPoint and Word and computer operations, especially those relating to General Ledger/Banking operations and knowledge of Treasury software and systems.
Salary Range: $115,000 - $125,000
