Salary Range - $15.08 - $19.20 per hour
Purpose and Scope
Monitors and patrols parking on the street, open lots and parking ramp in the downtown area to ensure drivers abide by State and local parking laws and ordinances. Issue tickets and responds to various parking inquiries and complaints from the public.
In addition, the incumbent provides clerical support to the Treasurer’s department as assigned.
Examples of Job Duties
The following is intended as a brief description/illustration of the duties, responsibilities, and requirements of this position and are not intended to be all encompassing or all-inclusive.
1. Patrols downtown area for illegally parked vehicles and issue tickets for vehicles in violation.
2. Provides visitors with information regarding the downtown district and offers directions to businesses, addresses or streets.
3. Reviews and files daily ticket payment records.
4. Prepares invoice information for annual paid parking leases and delivers yearly lease letters and tags.
5. Collects parking meter coins and bags for deposit.
6. Maintains accurate parking records in accordance with the record retention policy.
7. Assists the public and downtown business owners with various parking inquiries and parking complaints.
8. Purchases and maintains a proper inventory of parking related supplies, such as tickets and lease tags.
9. Performs routine maintenance on parking meters and calls for service when needed.
10. Assists with annual parking enforcement budget.
11. Assists Treasurer’s office with various clerical tasks when assigned.
12. Supports core values, mission and goals of the department and the City of Midland.
13. Performs all other duties as assigned.
Required Knowledge, Skills and Abilities
1. High School Diploma required.
2. No work experience is required, but some clerical, customer service or administrative experience is preferred.
3. Ability to quickly learn and master all State and local parking rules and ordinances.
4. Demonstrated ability to provide excellent customer service including dealing with all socio-economic backgrounds and personalities.
5. Ability to communicate effectively and tactfully both in writing and verbally. Ability to clearly articulate parking violations and communicate with others politely and professionally.
6. Aptitude to learn and apply a variety of software applications to conduct departmental processes and business.
7. Efficient and accurate keyboard and data entry skills.
8. Ability to make decisions in accordance with regulations and departmental policies and procedures.
9. Basic knowledge of major streets and locations in Midland.
10. Ability to work independently and exercise good judgement while on patrol.
11. Basic math knowledge and ability to calculate fines and invoices.
12. Ability to stay organized and balance many conflicting deadlines and unforeseen events.
13. Possession of a valid driver’s license issue by the State of Michigan with a good driving record.

While performing the duties of this job, the individual must regularly navigate the downtown district while patrolling the parking beat; must be able to spend multiple hours outdoors in all types of weather including extreme heat, cold, rain, snow, wind, and dust; must be able to work at a desk with standard computer and office machinery; communicate with individuals in person and by telephone; repetitively operate all standard office equipment and parking enforcement equipment; required to occasionally lift, move and secure objects weighing up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.
