TITLE: Compliance Officer in Training
ACCOUNTABILITY: Director of Clinical Administration / Director of Clinical Services
SALARY RANGE COMPLIANCE OFFICER IN TRAINING: $80-100K
SALARY RANGE DIRECTOR QI/QA: $110-135K
MINIMUM QUALIFICATIONS:
· Bachelor’s degree in a human service related field AND at least 6 years of experience in a community mental health program, OR
o Master’s degree in a human service related field AND at least 4 years of experience in a community mental health program, OR
o PhD in a human service related field AND at least 2 years of experience in a community mental health program

· Experience with Quality Assurance processes
· Demonstrated experience with, and sensitivity to, the needs and circumstances of persons with severe and persistent mental illness
· Experience in residential treatment services, alternatives to institutional care, and/or social rehabilitation programs is preferred

· Knowledge of Medi-Cal, Community Care Licensing and Title 9 regulations is preferred
· Excellent judgment with high integrity, flexibility, initiative, and willingness to participate in various regulatory activities and monitoring efforts

· Excellent organizational, analytical, problem-solving, communication and writing skills, along with the ability to work independently and to exercise sound clinical and administrative judgment
· Excellent time management and attention to details
· Ability to work effectively as part of a leadership team

· Maintain a criminal record clearance with Community Care Licensing
· Be able to negotiate several flights of stairs in a safe and reasonable manner and in a safe and reasonable time frame during every work shift
· Be able to work in person in San Francisco for part or all of the work week
RESPONSIBILITIES:
The Compliance Officer in Training will train under the exiting Director of Clinical Administration to ensure that residential and supported living Progress Foundation programs in San Francisco, Marin, Napa, and Sonoma counties comply to the policies and procedures of Progress Foundation, the City and County of San Francisco; San Francisco Department of Public Health; Marin, Napa and Sonoma counties; regulations of the CA State Department Health Care Services; and the CA State Department of Social Services.
Ideally, the person in this role would train for a minimum of 6 months before assuming the role of Director of QI & QA (Acting Agency Compliance Officer). This promotion would include increased compensation, exact rate based on candidate’s experience, qualifications, and performance throughout the training period.
This position is ideal for candidates with professional experience in residential treatment who would like a role more focused on compliance and quality assurance OR candidates with professional experience in compliance/quality assurance in other fields who would like a role more focused on human services.
Specific duties include, but are not limited to:
A. REPORTING & INVESTIGATIONS
· Respond to FWA complaints and potential HIPAA breaches with internal investigation and notifications of relevant regulatory bodies
· Participate in Compliance Committee meetings
· Report updates on Compliance as necessary to the Executive Director and Board of Directors
· Ensure all staff complete required annual compliance trainings
B. DOCUMENTATION REVIEW
· Ensure that all documentation for all programs is reviewed in a timely manner and meets Medi-Cal standards
C. RECORDKEEPING & ADMINISTRATION
· Maintain all DSS and DHCS program related documents. Assure Plans of Correction are responded to in a timely manner.
· Maintain MediCare applications and certifications of psychiatrists and nurse practitioners.
· Maintain records of communication with the North Bay Director of Operations & Clinical Services to assure compliance of the North Bay programs related to Medi-Cal, Community Care Licensing, and Title 9.
· Maintain all clinical consultant contracts. Assure all contracts are current, and have associated HIPAA BAAs.
· Maintain records of FWA complaints, investigations, and resolutions; all potential HIPAA breach investigations and resolutions.
D. LIAISON
· Act as the Agency liaison with San Francisco Department of Public Health regarding Credentialing of all users of eHR platform.
E. QUALITY ASSURANCE
· Train under the Director of Clinical Administration to assure agency personnel practices are in compliance with all Community Care Licensing and Department of Health Care Services [Title 9].
Train under the Director of Clinical Administration to assure the ongoing compliance and administrative quality of agency programs. Including: Program compliance with all applicable laws, regulations, certification requirements; MediCal regulations; and personnel policies.
· Participate in discussions regarding agency-wide program performance and development. Inform supervisor of emerging compliance and/or administrative issues affecting client services and/or the agency.
F. GENERAL
· Comply with the Progress Foundation Code of Ethics.
· Perform other related duties, as assigned by the Director of Clinical Administration or Director of Clinical Services, to expand and improve compliance with related Federal, State, and County regulations.
