GENERAL DESCRIPTION:
Under the direction of the General Manager, manages the Engineering Department. Provides engineering support to all departments.
Serves as primary point of contact for the public on technical matters involving Bangor Water’s main extension requirements, distribution and transmission line information, water service technical requirements, and for the overall engineering requirements implemented by the District.
Must have or obtain within two years Maine Water Operator Class 4 Treatment and Distribution licenses. Maine professional engineer preferred but engineers on the PE track may be considered.
Serves on on-call rotation (generally 2-3 one-week periods per year) and responds to emergencies.
DUTIES:
Leads engineering team in planning and implementing water distribution and treatment improvements. Provides cost estimates for projects, reviews plans, and inspects job sites. Provides project management for internal and external projects involving the District or District facilities including projects administered through the State Revolving Fund (SRF) program. Attends and presents at Board of Trustees meetings regarding department projects and other technical matters.
Serves as the project engineer on all water main replacement and upgrade projects. Designs or supervises the design of projects and manages project funding and administration. Collaborates with and provides assistance to all Bangor Water departments. Interacts with and assists the communities the District serves in the operation and maintenance of assets. Develops relationships with municipalities and other area utilities.
Manages the development and retention of various District records including water main, water service, and hydrant data through engineering staff. Responds to inquiries from customers, fire and police, public works, contractors, other utilities, and governmental agencies. Provides information to employees as needed, both at Bangor Water’s facilities and in the field. Manages personnel responsible for the District’s Computer-Aided Design (CAD) system and Geographical Information System (GIS). Assists with Supervisory Control and Data Acquisition (SCADA) development and maintenance.
Coordinates operations of computer network using outside consultants and other BWD staff.
Trains, evaluates, supervises, and directs the Engineering Department, assuring proper completion of assigned tasks and offering technical assistance as needed.
Recommends changes to Bangor Water’s operating and safety policies. Prepares, submits, and administers department budget to ensure proper planning for capital improvements. Assists in writing technical specifications for projects, equipment, and materials and reviews those prepared by outside consultants.
Serves on rotation for weekly on-call duty. Responds to emergencies, as necessary. Participates in safety, training, and other department meetings as required. Performs related duties as required.
REQUIREMENTS:
Education: Bachelor's degree in civil, mechanical, or environmental engineering, or equivalent experience.
Experience: Demonstrated supervisory or management experience. Five years’ experience in construction, maintenance, engineering and project management. Waterworks experience preferred.
Licenses: Possess or obtain within two years of hire a State of Maine operator licenses for a Class IV Water Treatment System and a Class IV Distribution System. Maine Professional Engineering license preferred, but must obtain within two years of hire.
Skills and Knowledge:
Required: Ability to effectively communicate verbally and in writing. Ability to maintain effective working relationships with the Bangor Water Trustees, other employees, and external constituencies. Demonstrated computer proficiency at operating PC/server-based systems. Familiarity with electronic databases, spreadsheets, GIS, and SCADA. Ability to project a positive public image and to make effective presentations.
Desired: Familiarity with Drinking Water State Revolving Fund (DWSRF) project contract administration and funding requirements as well as requirements of the Public Utilities Commission (PUC), Maine Department of Transportation (MDOT), Maine Department of Protection (MDEP) regulations, and other applicable state and local requirements related to new construction implementation. Experience and interest in GIS development a strong plus.
RESPONSIBILITIES:
Supervises and manages the operations of the Engineering Department. Assists the General Manager and all departments with engineering and technical related matters. Coordinates and schedules in-house and third-party inspectors.
Under the direction of the General Manager, functions independently within established District policies and procedures.
Supervises the execution of the system administration functions for the District’s computer system.

Ability to communicate with Board of Trustees, co-workers, vendors, contractors, governmental officials, financial and legal consultants, customers, and members of the general public in a courteous, effective, and tactful manner.
WORK ENVIRONMENT:
Work location: 614 State Street, Bangor, ME
Performs the majority of duties in office setting but is periodically exposed to varying weather conditions and equipment when performing some duties.
ADDITIONAL JOB REQUIREMENTS:
Ability to: legally operate assigned District vehicles; work in accordance with the District’s safety program, including in confined spaces; respond to emergencies at all hours and in all weather conditions; ability to lift 50 lbs.; live within 30 miles of the Bangor city limits; serve on weekly on-call rotation; and communicate with co-workers, vendors, and members of the public in a courteous and effective manner.
