The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) is a regional planning agency assisting municipalities within the tri-county region of South Carolina, to develop local and regional plans, as well as provide local governments with planning and technical support to improve the quality of life in the region.
Summary
This position is responsible for managing the Communications and Marketing Department. Responsibilities include building and maintaining a positive public image and increasing awareness of the BCDCOG brand. This position is responsible for all planned publicity campaigns and PR activities as well as planning public strategies, handling all media enquiries and providing staff support as needed.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
● Responsible for managing the daily activities of the Communications and Marketing Department, including deadline adherence, attendance, workloads, etc.
● Responsible for coordination and planning for all publicity campaigns and public relations activities
● Responsible for developing and recommending to Deputy Director of Operations and Support all partnership opportunities, advertising, image positioning, and special promotions to ensure effective promotion of BCDCOG and its services
● Responsible for providing input on creative for media placement
● Responsible for creating press releases in cooperation with BCDCOG staff and distributing to all forms of media
● Responsible for overseeing that the agency’s websites and social media stay up to date
● Responsible for providing input on educational and marketing materials on the agency and its role and relevancy in the region and in the various program areas
● Assists the Deputy Director of Operations and Support in developing and implementing effective methods of communication with local governments, the general public, and various public and private organizations
● Responsible for responding to requests from the media and being the designated BCDCOG spokesperson and source of information or coordinating on air interviews with staff and elected officials
● Responsible for collaborating with BCDCOG staff and maintaining open communication
● Responsible for preparing an annual strategic plan for the agency and it’s programs
● Analyze the effectiveness of marketing strategies and marketing staff and make necessary adjustments
● Ensure all marketing integrates with agency-wide marketing efforts

Education and/or Experience
- BS in Business Administration, Communications or equivalent
- 5 years’ experience in marketing, customer service, transportation, or public administration
- Prefer a working knowledge of public transportation operations
- Requires familiarity with the Charleston tri-county area
- Requires strong interpersonal skills including the ability to interact positively with people ranging from individual members of the general public to those holding public office
- Requires good planning, organizational, motivational, and project management skills
- Requires strong computer skills, including spreadsheet, word processing, page layout, and presentation applications
- Requires presentation and public speaking skills
- Requires the ability to read, interpret, and apply a variety of technical instructions, customer complaints, and inquiries
- Must have a valid driver’s license and acceptable driving record
