Sr. Project Manager Position Description & Assignments
We are recruiting for a full‐time Sr. Project Manager position for a large multiple award federal design-build program. This position has long‐term employment possibilities. Primary duties will include complete responsibility for managing contract award processes, pre-construction planning, directing and overseeing the successful execution of the projects, preparing proposals, estimating, bid documents, closeout, overall P/L of the project and completion of design-build and construction projects. These tasks involve technical knowledge, extensive communication and coordination skills, consideration for quality control and safety on the job, cost control, labor resources, purchasing, material expediting, and a wide variety of project and contract paperwork and documentation. These tasks must provide team management, networking and handling of subcontractors and suppliers, and maintaining positive client relationships.
Will manage project team members including supervision, safety, quality control, estimating and other project management personnel.
The position reports to Executive Leadership. The Project Manager will also seek out and initiate other program and project opportunities, and will work at an independent level, with minimal oversight.
Responsibilities
· Preparation and/or review of submittals – Submittal registers, transmittal documents, lists of contracting/subcontracting personnel, catalog cuts, sample products & materials, submittal packages for approval by government and design engineers.
· Providing research assistance for suppliers, equipment manufacturers, specialty subcontractors, project and contractual requirements and information within or related to the contract documents.
· Tracking progress on various submittals and plans throughout the construction project and report status to management and client. Such tasks might include follow-through on badging requirements and processing, scheduling access to a work site, coordinating subcontractors or material/equipment deliveries, tracking submittals and return of documents, expediting and tracking submittals, material and equipment.
· Manage and coordinate subcontractor submittals, drawings and other deliverables.
· On Design-Build projects, manage and coordinate the design-build team including designers, subcontractor, vendors for compliance with contract requirements, and to meet budget and schedule requirements.
· Manage and organize electronic files and folders of contract and construction documents. Create or maintain orderly structure for streams of documents, correspondence, forms, plans, reports, and a wide array of communications, requests for information (RFI), and conscientious management of time-sensitive, cost-sensitive, corporate-sensitive, or personnel-sensitive files and information.
- Manage Request for Proposal associated with Project including preparation, estimating and review of proposal requirements and pricing.
- Prepare and update project cost loaded CPM schedule.
- Prepare and submit monthly pay application to client. Review and approve subcontractor pay applications.
- Assemble and prepare closeout documents package to include warranties, test reports, O&M Manuals, as-built drawings and other documents required for project completion and close-out.
- Manage internal project staff.
- Ensure project compliance with contract requirements.
- Operational responsibilities include oversight of Project safety and quality control programs.
- Facilitate client, subcontractor and other meetings to support successful delivery of the project and customer satisfaction.
- Proactively manage proposal and procurement process to include assisting with any aspect of the bid whether product quotes, additions packages, competitive proposals, pricing analysis, market research, general proposal review, or front-end business assistance and strategy development.
- Developing and implementing strategy for project execution risk mitigation
- Report financials and business development efforts to Executive Leadership.
- Prepare and maintain project financial cost reports and budget forecasts. The Project Manager has Profit/Loss responsibilities for Project execution.
Qualifications and Required Skills
- Excellent interpersonal skills capable of creating professional relationships with a wide range of both internal and external customers.
- Must have BS degree in construction management, architecture or engineering related field.
- Must be a US Citizen.
- Minimum 10 years’ experience with design-build construction projects.
- At least one of the following certifications or registrations:
- Active Certified Construction Manager (CCM) certified by the Construction Manager Certification Institute
- Or Active Project Management Professional (PMP) certification by the American Institute of Constructors and constructer Certification Commission
- Or Active Designated Design-Build Professional certification administered by the DBIA
- Or Active Licensed Professional Registration, e.g. Registered Professional Engineer or Registered Architect.
- Additional 10 years' construction management experience if no certification or license.
- Firm-fixed price Federal construction design-build and bid-build projects preferred.
- Demonstrated ability to simultaneously manage multiple projects.
- In-depth understanding of GSA, NAVFAC, USACE, WHS and other federal agency contract vehicles.
- Ability to read and interpret technical specifications, construction drawings, contract documents, and other project‐related information
- Strong communication and analytical skills
· Initiative and self‐direction for starting, researching, and completing tasks independently, and developing systems of order and efficiency.
· Strong computer skills, including Word, Excel, Outlook, Adobe, scheduling software, Procore, BlueBeam, etc.
· Excellent written and oral communications skills.
· Ability to maintain a high degree of precision on detailed work.
· High sense of urgency to complete assigned tasks.
· Strong accountability for delivery of promised actions and a reputation for prompt follow‐up.
- Hold a security clearance or have the ability to obtain one.
Other Requirements:
Travel to job sites in the general DC Metropolitan area required to attend site visits, project meetings, ongoing monitoring of project progress, and inspections. Personal Protective Equipment (PPE) will be worn as part of the safety precautions, when visiting construction sites. Work may involve climbing to elevated locations, going into trenches, confined spaces, environments with extreme temperatures, irregular walking surfaces, and a wide range of potential construction hazards.
