Position Overview:
The Data and Compliance Program Manager will be an integral part of the Opportunity M/W/DBE team, providing vital assistance in the development and application of NYCEDC's Minority and Women Business Enterprise Program ("M/WBE Program"), with a focus on NYCEDC's Capital Construction projects. The Opportunity M/W/DBE team partners with NYC city agencies and private partners to deliver on the city's goals to award $30 Billion to minority- and women-led firm by 2026 and meet a 30% award rate.
The Program Manager will report to the Vice President of Compliance. This role will be responsible for day-to-day management of data and compliance activities on NYCEDC's active contracts, which will be crucial to the corporation's accurate and timely M/WBE performance reporting. The PM will manage the review payments and awards on EDC projects with MWBE goals and how they feed into the M/WBE compliance system, B2G Now. The PM will also be responsible for performing regular compliance reviews, with a focus on Capital Construction projects, to ensure data quality control and contract compliance. Additionally, this position will also conduct as-needed research on strategies to increase M/W/DBE program compliance and determine guidelines that increase participation and inform corporation policy for M/WBEs.
Essential Duties & Responsibilities:
- Review and approve procurement activities and payment verification.
- Ensure accuracy in database management system.
- Assist in ensuring quality assurance and partake in M/WBE reporting, including quarterly performance report and any requests received from City Hall or external stakeholders.
- Assist in identifying data trends and assist team in preparation of meeting materials and data for department leadership
- Perform monthly compliance analyses.
- Create customized reports as needed using B2G's reporting functions and Microsoft Excel.
- Provide technical assistance to contractors/consultants to ensure timely and accurate reporting process in B2G.
- Work cross-departmentally to ensure accurate data reporting, and assist staff as needed.
- Assist in the promotion of Opportunity M/W/DBE and NYCEDC at external M/W/DBE events.
- Assist in fostering relationships with M/W/DBE organizations, small business organizations and other public agencies.
- Other duties as assigned.
Qualifications:
- Bachelor's degree in public or business administration, Public Affairs and Policy, Economics, Finance, Statistics, Management Information Systems, the Social Sciences, Real Estate, Construction Management or a related field.
- 1-3 years of relevant experience with M/WBE, Affirmative Action and community economic development programming.
- Demonstrated verbal and written communication skills.
- Strong organizational and time management skills.
- Intermediate to advanced knowledge of Microsoft Excel and PowerBI, and experience managing and interpreting data.
- Commitment and passion for business recovery and equitable economic development.
- Ability to travel as needed (across the five boroughs of New York City).
- Ability to attend evening and occasional weekend meetings.
- New York City residence is required within 180 days of hire.
