Develop and maintain the cost management baseline and systems for the project to include but not be limited to the following: Responsible for managing and administration of cost management system (home and field office); Administer reconciliation between finance system and cost management system; Development and maintenance of Home Office/Field Office budget establishment in cost system. This includes: ? Coding of the estimate utilizing the WBS and standard chart of accounts; ? Uploading the estimate into cost reporting system; ? Publishing the estimates to the project team. Overall responsibility for timely & accurate cost coding of all field/home office purchase order requisitions, subcontracts, and labor. Timely and accurate submission of internal reporting as required by Fiscal reporting calendar. Timely and accurate submission of Project Status Review as required. This includes maintenance of financial status, contingency rundown curves and escalation rundown curves, etc. Timely and accurate submission of client Monthly Reports as required. Ad Hoc Cost/Obligation Reports as required by management and/or client. Administration of change management for all Home Office/Field related items. This will also include management of the change log and input and reconciliation into the cost reporting system. Conduct cost/obligation forecast meetings and interface with department managers and technical representative as required to develop and oversee development and maintenance of the cost forecasting process at a minimum of a monthly basis or as required. Development of trends, change orders & budget shifts. Responsible for timely and accurate Cost/Obligation Forecasts. Provide timely variance analysis and a early warning to management on cost variances to the approved baseline/forecast. Provide corrective action plans as required. Administration reconciliation of cost forecast between Procurement and Contracts systems to the cost system for all equipment, field material, and subcontracts.
Qualifications
REQUIRED EDUCATION: Bachelors degree in Finance or Accounting. REQUIRED EXPERIENCE: POSITION COULD BE FILLED AT: ASSOC LEVEL requiring 0-3 years experience OR Analyst LEVEL: requiring 3-5 years of experience OR at the COST ENGINEER LEVEL requiring 5 plus years comparable work experience (government contract budgeting preferred). Candidates with 5 plus years of experience are preferred Strong analytical skills, excellent written and oral communication skills, and proficiency in MS Office products required. DESIRED: SAP experience preferred but not mandatory. CPA or Master in Business Administration preferred. ADVERSE CONDITIONS: No significant exposure to adverse conditions. HAZARDOUS CONDITIONS: No significant exposure to adverse conditions. PHYSICAL DEMANDS: Must be able to sit at computer for extended periods of time. Repetitive motion related to computer keyboard and 10-key calculator use. May be required to climb stairs and walk to adjacent buildings.
