Position Description
The Program Manager is responsible for overseeing the quality and fidelity of the Allegheny County Community Violence Reduction Initiative transitional employment program and service delivery program.
The Program Manager is responsible for ensuring and supporting consistent, high-quality program execution through the development of effective, efficient systems and structures and creating solutions to address program modifications. The Program Manager will oversee all facets of programming. The Program Manager will report directly to the hiring organization’s executive director (ED) or designated leadership team member, and will supervise the Site Staff Supervisor, Program Assistant, and Behavioral Health Manager.
Duties

Meet regularly with hiring organization’s ED or his/her designee to provide programmatic updates, identify strengths/areas of opportunity, and co-develop training plans for program.

Participate in trainings to learn the principles of trauma-informed care, motivational interviewing, conflict de-escalation, harm reduction, and other relevant concepts, and apply that knowledge in daily interactions with program participants.

Collaborate with the internal staff to hold professional development trainings that addresses staff and participant needs.

In partnership with Work Crew Supervisor, Site Staff Supervisor, and Coaches, develop and maintain processes for referrals and maintain referral relationships for a range of support services.

Coordinate and schedule internal and external content providers and service providers such as asset building, child support assistance, legal services, parenting, etc.

Facilitate regular staff meetings, one on one supervision meetings, and community meetings.

Develop, lead, and organize the work of direct reports to enable successful execution of strategic goals. Mentor and develop staff using a supportive and collaborative approach. This will include consistent practice of role modeling, coaching, performance assessment and feedback, transparent and timely communications, and other practices aligning with the hiring organization’s leadership framework.

Model effective and efficient change management through communications with team/s, personal commitment to changes, and aligning current systems and processes to changes as appropriate.

Ensure rigorous program improvement, ongoing programmatic excellence, fidelity adherence and the outreach, workforce, and participant professional development program components are implemented and provided in accordance with program model and philosophies.

Establish data collection processes, requirements, and best practices; model and provide technical assistance and oversight in this area.

Compile and analyze data from program activities; submit routine grant reports and other information as determined by the program funder.

In collaboration with the Site Staff Supervisor, build a model of accountability and oversight which regularly monitors the progress of participants through assessments, collaborative case planning, one on ones and case management.

Maintain professional skills in workforce interventions, data management, and other key areas to serve as a resource for partner agencies.

Maintain regular communications with leadership regarding obstacles faced with service provision to participants and partner staff.

Support the collection of any necessary information to prepare grant proposals and applications.

Provide leadership in adopting best practices to ensure consistent high-quality services to participants.

Facilitate meetings, and deliver presentations, trainings, and workshops to team and externally.

Manage all partners and subcontractors in their implementation of all program model components, ensuring quality service, compliance, and fidelity.
Requirements:
Qualifications

Bachelor’s Degree and five to seven years of related professional experience.

Strong relationship development and relationship-building skills.

Excellent written and verbal communications; excellent organizational and time management skills.

Excellent computer literacy, Microsoft Office Suite fluency.

Demonstrated experience using sound management and supervision practices

Experience in mental health, violence prevention, or criminal justice fields preferred.

Knowledge of workforce development and employment services for chronically unemployed individuals or individuals experiencing poverty preferred.

Familiarity and understanding of cognitive-behavioral therapy, motivational interviewing, and trauma-informed care and restorative justice practices preferred.

Knowledge of the local community preferred, including the ecosystem of violence prevention, intervention, and reduction organizations and actors, as well as local supports and service providers preferred.

Salary and Benefits

Salary is fixed and non-negotiable at $60,000.
