Job Description
The House Manager is responsible for the overall quality of the program(s) (homes) they oversee. Managers are responsible for supervising Instructors, maintaining a clean, warm and welcoming home and overseeing quality of life indicators for those who live in that home. Quality of life includes ensuring that all social, psychological, medical and spiritual needs are met and the person they are supporting is working toward goals that promote independence, belonging and wellbeing.
Managers are charged with maintaining records, scheduling and following up with appointments, scheduling shifts for Instructors, handling emergencies, writing service plans, ensuring all activities comply with Oregon Administrative Rules and Up and Out policy, working collaborative with the administrative team to support all programs, training and accountability measures for those they supervise, and ensuring the safety and comfort of the home.
Managers are expected to remain current on disability news, best practice and for their own professional development in disability services.

Hours: Salaried, exempt position; and On-Call for core-base as well as agency as assigned
Salary: $55,000 DOE
Qualifications
- Supervisory experience is required, with supervisory experience in a residential setting preferred.
- A sincere desire to work with adults with intellectual/developmental disabilities (I/DD) is the most critical qualification for the Program Coordinator.
- An Associate’s degree in a human service field, such as special education or social work, or a minimum of two years’ experience working with adults with intellectual/developmental disabilities (I/DD), preferably in a residential setting
- Commitment to the concept of excellent quality of life for adults with intellectual / developmental disabilities, and a desire to maintain positive relationships with program participants
- Complete knowledge of instructional and behavior management, OIS (Oregon Intervention System) training, including experience developing training programs in these areas is required.
- Ability to communicate and work positively with adults with intellectual/developmental disabilities, their families, the community, other agencies, and county representatives is needed.
- Must be eligible to work in the United States.
- An Oregon/Washington driver’s license, automobile insurance, an acceptable driving record and access to a car is required.
- Willingness to work a flexible schedule including working on-call and being available for emergencies
- Must be bondable.
Duties:
Supervise employees at the residential programs
- Orient new staff to residential procedures
- Provide ongoing coaching
Coordinate communication within the residential program
- Ensure positive communication with agency
- Ensure positive communication with family members
- Ensure positive communication with day programs and other affiliated agencies
- Ensure positive communication with contracting agencies
Develop, implement and review formal training within the residential program
- Complete participant assessments
- Schedule and participate in team meetings
- Develop participants’ individual service plans
- Establish training schedules for each participant, as needed or requested
Train instructors in strategies of implementation
- Ensure consistent implementation of training
- Observe and evaluate quality of training by staff
- Provide training to participants
- Formally review progress on training on a weekly basis
- Do semi-annual reviews of all programs
Coordinate the planning and execution of informal training within the residential program
- Establish informal activity logs
- Ensure consistent occurrence and documentation of incidental informal training
- Formally review implementation of informal training on a weekly basis
Coordinate behavior management procedures (formal, informal and emergency) within the program.
- Review General Event Reports (GER) and data tracking
- Ensure implementation of emergency procedures
- Develop formal or informal strategies to consistently address and support challenging behaviors
Coordinate the planning and execution of socially and physically integrated activities for participants.
- Conduct house meetings for participants
- Ensure that advocates plan meaningful activities with the participant for whom they advocate
- Coordinate planning of logistics for the occurrence of planned activities
- Ensure that activities occur and are documented
Work with instructors to ensure appropriate services
- Orient new staff in areas related to skill training, integrated activities, and behavior management
- Provide ongoing staff training
- Review status on programs, activities, etc., with other staff
Ensure participant medical/health needs are met
- Ensure that participant medical emergencies are met
- Schedule and attend participant medical appointments; ensure documentation
- Monitor medications stored at the residence
- Assist participants in ordering medications
- Ensure weight of program participants is monitored
- Review individual documentation regularly to ensure all changes are accurately reflected and correspond to all associated support documents
Medication Administration Record Oversight and Reports
- Prepare and configure MARs
- Ensure administration and documentation of participant medications/treatments
- Run monthly reports in Therap to ensure all medications and treatments are administered and documented correctly.
- Program Coordinators will ensure all medication errors and irregularities have been reported as required by agency policy.
- Program Coordinators will ensure notification of medication errors and irregularities is submitted to Service Coordinators, physicians, or others as necessary as required by OARs, agency policy, ISPs, and/or physician orders.
Ensure dietary and nutritional needs are met
- Plan menus to meet participant needs
- Purchase groceries and household supplies
- Assist in meal preparation
- Ensure appropriate hygiene
- Maintain a safe, sanitary, comfortable environment
- Ensure adequate, appropriate clothing
Coordinate financial systems in the residence
- Supervise management of participant funds
- Ensure participant benefits are maintained
- Review monthly change reports and completed as required
- Ensure that client billing for room and board occurs, and that client bills are paid
- Reconcile residential phone bills
- Maintain petty cash fund and reconcile monthly
Ensure compliance with Oregon Administrative Rules and agency policy
- Comply with administrative rules and agency policy
- Ensure ongoing staff understanding of administrative rules and agency policy
- Complete residential monitoring checklist at least monthly, and follow up in needed areas
- Have knowledge of individuals’ ISPs and all medical, behavioral and additional supports required for the individual; ensure implementation
Maintain positive professional ethics and attitudes
- Interactions with participants are respectful
- Work cooperatively and collaboratively with others
- Maintain participant confidentiality per HIPPA
- A positive professional attitude and agency image is maintained within the community
Meet On-Call Responsibilities
- Maintain responsibilities for your assigned homes all days of the week
- Assist in retrieving the emergency cell phone and master keys for assigned weekends Carry the emergency cell phone at all times while on-call
- Follow policies and procedures for emergencies while on-call as assigned & scheduled approximately 8 weekends a year. Weekends begin at 5:00 pm on Fridays and end at 8:00 am on Mondays
- Ensure coverage according to support requirements
- Document all calls and outcomes and transfer information as needed
- Contact appropriate Program Coordinator(s) and Director for significant incidents involving clients, staff and/or their family members
- Maintain positive professional attitude and ethics at all times
Miscellaneous duties
- Assist with Activities of Daily Living (ADL) and Instrumental Activities of Daily Living (IADL) for all participants
- Assist in the development of new procedures
- Receive at least 12 hours of job-related in-service training annually
- Provide on-call services
- Attend county provider meetings as requested
- Attend other meetings and training as assigned
- Purchase needed items for the residential programs
- Familiarize self with written resource/training materials
- Maintain confidentiality and safeguarding individual information
- Other duties as assigned by Director(s)
Physical Requirements
- Lifting, ambulating on even and uneven surfaces, bending, twisting, sitting, and regular attendance
